Amount Requested: $5,178,000 The funding will be used by the City of Portage to reconstruct Central Avenue from County Line Road to the intersection of Willowcreek Road. The project will widen the roadway, install left turn lanes where necessary, replace pavement, install new curbs, gutters, storm sewer system, and sidewalks. Further, several intersection modifications will be part of this project. Activities that will be undertaken include engineering, environmental analysis, land acquisition, and reconstruction. This project will dramatically improve safety within this significant corridor by realigning substandard horizontal curves, constructing new sidewalks, adding curb ramps compliant with the Americans with Disabilities Act (ADA), installing designated left-turn lanes, and creating adequate clear zones free of obstacles and other roadside hazards. Reconstruction of this segment will provide the necessary western gateway into downtown Portage, which is required for continued redevelopment. Proposed pavement improvements to Central Avenue will provide an improved surface with adequate room for bicyclists. Proposed water quality improvements will better control the stormwater discharge rate into Willow Creek, and reduce or eliminate contaminants entering the creek. Proposed intersection and alignment improvements, as well as modified lane configuration, will reduce congestion and vehicular idling, thus improving air quality for both Portage and Northwest Indiana.
