| Washington, D.C. — By a vote of 234 – 192 the U.S.
House of Representatives today passed the Tax Limitation Constitutional
Amendment (H.J. Res. 94), which would require a two-thirds majority vote
of Congress in order to pass a tax increase. Congressman Walter B.
Jones (R-NC), who is a co-sponsor of the bill, spoke on the House floor
in favor of the legislation.
“Today we have a unique opportunity to ensure that Congress acts responsibly with taxpayer dollars,” Jones said. “The four largest federal tax increases in the last 20 years would have failed had this amendment been in place. Most recently, in 1993 President Clinton and a Democratic Congress passed into law the largest tax increase in American history. It passed with a simple majority.” H.J. Res. 94 would amend the Constitution to require a two-thirds “supermajority” on any bill, resolution, or other legislative measure that would raise taxes on American citizens. An exception would be made to waive the two-thirds requirement during times of U.S. engagement in military conflict that threatens national security. “The citizens of this country have a right to know when the House is debating a possible tax increase,” Jones said. “A two-thirds majority indicates bipartisan support. And in my opinion, Congress should never seek to raise taxes on the American people without a two-thirds majority of support.” |
