HOUSE PASSES WATER RESOURCES CONFERENCE REPORT
Includes Jones’ Provision of $6 Million for Snag and Drag Project
 
Washington, D.C. — Congressman Walter B. Jones (R-NC) announced that the U.S. House of Representatives passed today the Water Resources Development Act Conference Report (S. 2796) by an overwhelming vote of 312-2. The bill includes Rep. Jones’ provision for funding of snag and drag projects for four major rivers and tributaries in Eastern North Carolina. 

 “The provisions in this legislation are a high priority for the district and I am very satisfied that we were able to secure funding for these projects essential to our coastal communities,” Rep. Jones said. “Our rivers and streams remained clogged with debris from last years hurricanes and flooding. This measure will help reduce North Carolina's vulnerability to extreme weather conditions.”

S. 2796 concentrates on the civil engineering programs of the U.S. Army Corps of Engineers, providing water related engineering services. The Corps of Engineers studies potential projects related to reducing flood damage and promoting environmental restoration. The Corp also develops alternatives that address water and related land issues. The Water Resources Development Act would provide over  $7.8 billion in overall spending. The legislation also calls for turning over the authority of the Morehead City Port turning basin transfers from the State of North Carolina to the Army Corp of Engineers. 

Specific provisions in this bill include:
 

  • $71 million storm damage reduction for Dare County Beaches.
  • $6 million for a snag and drag program for four river systems in Eastern North Carolina. This pilot program to grant the Army Corp of Engineers emergency authority in Eastern North Carolina to protect, clear, and restore channel dimensions.  This includes removing accumulated snags and debris in the following river systems after a major disaster: New River, White Oak River, Neuse River, Pamlico River and their tributaries.
“Beach renourishment is of vital importance to the Carolina coast and I will continue to support shore protection and other similar initiatives within our district,” Jones continued. “This investment in North Carolina’s future is critical in preserving our coastal heritage, and I have full confidence that these projects will be successful in protecting both our communities and our precious natural resources.”  

The legislation will be sent to the White House where the President is expected to sign the bill into law.
