RANGEL SALUTES CONSUMER ADVOCATE
FLORENCE RICE ON HER 86TH BIRTHDAY

WASHINGTON, March 22, 2005 -- Congressman Charles B. Rangel honored consumer advocate Florence M. Rice on her 86th birthday last Tuesday, presenting her with a Certificate of Congressional Recognition.

"All that she has done for Harlem over the past half-century is worthy of thanks and recognition," Cong. Rangel said. "Florence Rice is a shining light in our community and this honor is just a token of all that we owe her."

Ms. Rice was honored during a birthday reception at Windows Over Harlem Restaurant in the State Office Building by a group of friends brought together by community activist Beverly Grisby.  Cong. Rangel, chair of New York's Congressional Delegation, said the salute to Ms. Rice, a long-time friend, was also in recognition of her outstanding and invaluable service to the community.

Founder of the Harlem Consumer Council, Ms. Rice is renowned for her efforts to educate and protect consumers, particularly in Harlem, from unethical business practices. Since its founding in 1963, the Council has investigated over 100,000 consumer complaints.
