Congressman Higgins Votes to Approve Solar Technology Roadmap Act

Congressman Brian Higgins (NY-27) voted to approve HR 3585, the Solar Technology Roadmap Act, legislation which authorizes over $2 billion for new solar technology research and development through unique public-private partnerships.
“Investing in the enterprising clean energy sector brings opportunity for new jobs in places like Western New York—utilizing our strong manufacturing community with the built-in infrastructure to develop green energy technology,” said Congressman Higgins. “More importantly, this legislation capitalizes on the innovative energy solutions of both the public and private sectors to strengthen our economy and reinforce our national security through energy independence.”
The Solar Technology Roadmap Act authorizes the Energy Department to create a Solar Technology Committee responsible for a comprehensive plan consisting of short-, medium- and long-term goals to expedite and facilitate the research, development, and demonstration of solar technology programs. The committee—of which at least one third must come from the private sector—will focus on identifying the goals and challenges towards improving solar technology performance, decreasing the cost of electricity and maximizing environmental benefits in an effort to finding solutions quickly.
The legislation encourages competition, innovation and investment through unique public-private partnerships. Authorized through this legislation, the Department of Energy will be permitted to award grants to entrepreneurs, research agencies and academic laboratories that are leading the field in solar tech development and solar manufacturing.
H.R. 3585 has thus far been officially endorsed by the National Association of Manufacturers, the U.S. Chamber of Commerce, the Solar Energy Industries Association (SEIA), BP, IBM, Intel and National Semiconductor.
