| January 24, 1997 - Ninth
district Congressman Adam Smith (D-Kent) is cosponsoring a constitutional
amendment to allow twelve year term limits for members of Congress.
The amendment, H.J. Res. 2, would limit Senators to two six-year terms and Representatives to six two-year terms. Florida Republican Bill McCollum is the prime sponsor. "Term limits are necessary because of the great advantage incumbents have in fundraising," said Smith. "In a lot of districts, we don't have competitive elections. Incumbents can spend twice as much money as the challengers, and incumbents win over 90 percent of the time." "If we could pass comprehensive, meaningful campaign finance reform, we wouldn't need term limits," explained Smith. Smith also said that twelve year term limits would break the cycle of entrenched incumbents who are reluctant to adapt to the voters' preferences. "I believe a twelve year term limit is reasonable," said Smith. "It is long enough to gain expertise in the issues and workings of Congress, but not so long that you would forget where you came from." |
