                    Madam Speaker, I rise today in strong support of the Conference Report on H.R. 4137, the Higher Education Opportunity Act, which will reauthorize the Higher Education Act through Fiscal Year 2012.  This is the first time in almost a decade that this bill has been reauthorized, and I am proud to be part of a Congress that has placed such a high priority on making college a reality for all of our nation&rsquo;s students.  This bill builds on legislation that passed last year to help lower college costs and boost federal loan support for our students.  Given the state of our economy, it is imperative that we invest in our education system to promote new employment and ensure that today&rsquo;s students can adapt to the jobs of tomorrow.

    <title><![CDATA[Statement on the Federal Employees Paid Parental Leave Act ]]></title>

                    Madam Speaker, I rise in support of H.R. 5781, the Federal Employees Paid Parental Leave Act, which would provide four weeks of paid parental leave and eight weeks of unpaid leave for all federal employees after the birth or adoption of a child.  Under this measure, these employees may also use accrued annual or sick leave to receive compensation for the unpaid weeks.  Currently, employees may take up to twelve weeks of unpaid leave under the Family and Medical Leave Act to care for a newborn or adopted child.

    <title><![CDATA[Statement on Supplemental Funding ]]></title>

                    Madam Speaker, today the House is considering one of the largest supplemental funding bills in the history of Congress.  The bill before us would provide $165.4 billion for operations in Iraq and Afghanistan, bringing the total amount spent on those two wars to $865 billion.  While I strongly support efforts to combat al Qaeda in Afghanistan, I cannot condone the Bush Administration&rsquo;s failed approach in Iraq and will consequently vote against this no-strings-attached war funding.  As I said when the House considered the bill in May, I am extremely proud of the service and sacrifice of our troops and their families, and the best way to demonstrate our support is by welcoming them home with the services and resources they need.

    <title><![CDATA[Statement on Extending Unemployment Benefits ]]></title>

                    Madam Speaker,  I rise in strong support of H.R. 5749, the Emergency Extended Unemployment Compensation Act of 2008, which will provide 13 weeks of extended unemployment compensation benefits for all workers who have exhausted their current 26 weeks of benefits.  This measure also provides 13 additional weeks for workers in states with unemployment rates of six percent or higher.  In order to receive these benefits, workers must have lost a job through no fault of their own, be actively searching for a job, be able to work, and must have a minimum number of weeks worked and amount of wages earned over a specific time frame prior to being unemployed.
