Port Authority to Receive Additional Funding for Security  

FOR IMMEDIATE RELEASE—August 19, 2007Hagatna, Guam

Congresswoman Madeleine Z. Bordallo today announced that Guam will receive over $1.5 million in funding from two separate grants from the Federal Emergency Management Agency (FEMA) to improve security at the Port Authority of Guam in Apra Harbor.

The supplemental funding from the Department of Homeland Security (DHS) through the FEMA’s National Preparedness Directorate, have been made available pursuant to Public Law 110-28, the “Troop Readiness, Veterans’ Care, Katrina Recovery and Iraq Accountability Appropriations Act of 2007” (Fiscal Year 2007 Supplemental), which was signed by the president on May 25, 2005.

According to FEMA, the Port Authority of Guam will receive $1.4 million from the Fiscal Year 2007 Port Security Grant Program (PSGP) to support the work of increasing port-wide risk management, and enhancing domain awareness through the development of a port-wide risk management/mitigation and business continuity plan. This plan would prevent, protect, respond to and recover from attacks involving improvised explosive devices (IEDs) and other non-conventional weapons, as well as training and exercises.

The Port Authority of Guam will also receive $169,773 to support the Emergency Management Performance Grant (EMPG) Program to assist the development, maintenance, and improvement of local emergency management capabilities.

“These funds will help the Port Authority of Guam to fortify Apra Harbor against man-made events and help mitigate the damage and that may result from natural disasters or accidental or man-made events,” Congresswoman Bordallo stated.  “I commend the Port Authority for their efforts in securing these grants.”
