Job Summary:

The incumbent serves as a Human Resources (HR) Generalist and is responsible for providing first line HR support in one or more areas including staffing and recruiting, performance management, employee relations, position management, and other HR programs, projects, and initiatives. Provide general consultation and guidance to employees and managers on CAO policies, practices and procedures. Receive, assist or route inquiries received via phone, email and walk-ins. Participate and/or lead projects where assigned.

Major duties include:

Performance Management: Provide performance management consultation to managers and employees; assist managers and employees with the establishment of annual performance plans; identify potential employee goals/objectives; consult managers on employee reviews.

Recruitment: Provide strategic staffing support to managers; ensure position descriptions accurately reflect the manager’s (and organization’s) requirements; identify optimal recruitment sources; participate in applicant interviews; assist managers in staffing decisions; ensure managers follow HEPCA requirements.

Onboarding/ Offboarding: Coordinate and/or facilitate employee check-in, orientation, and check-out processes; facilitate monthly new hire orientation program.

Employee Relations: Under the supervision of the Manager, CAO Human Resources conducts investigations with employees and supervisors regarding employee relations issues.

Position Management: Creates and maintains accurate monthly organization charts; maintain up to date position descriptions; maintain appropriate information in HR document tracking systems for designated offices.

Qualifications:

Bachelor’s degree in Human Resources Management or related field or comparable combination of education and experience required.

Minimum of 2 years experience in multiple functional areas of HR management such as staffing, recruiting, performance management, employee relations or position management.

Working knowledge of Federal and private sector HR programs, practices, procedures, and related employment law. Knowledge of the legislative environment, U.S. House of Representatives, and the operations thereof preferred. Knowledge of HEPCA and the Congressional Accountability Act are a plus.

Ability to work with all levels of a multifaceted workforce as well as with sensitive, confidential, and complex projects / responsibilities. Ability to communicate effectively, both orally and in writing as well as the ability to establish effective working relationships with senior staff and other high ranking officials. Must have experience in a consultative capacity interfacing with and guiding multiple levels of management.

Proven ability to multi-task and shift priorities in a fast-paced environment. Ability to work independently or with a team sometimes with minimal structure.

Working knowledge of various automated office systems and software programs, preferably LAWSON Human Resources Information System.

Availability to work additional hours as required. Must be able to secure and maintain Federal Government security clearances as deemed appropriate by senior management.
