Congressman Cummings provided testimony to the Judiciary Committee on the importance of including the Troubled Assets Relief Program in the definition of "major fraud against the government" in order to increase accountability and protect taxpayers. "Whether as an 'involuntary investor' or as the holder of an underwater mortgage, the American taxpayer shouldn't have to keep absorbing these blows," from companies not acting in their best interest, said Cummings.
