Congressman Elijah E. Cummings (second
from right), joins Senators Orrin Hatch (R-Utah)
and Barbara A. Mikulski (D-Maryland) in being
honored with the Elmer P. Martin Public Service
Award that recognizes and honors individuals who
make outstanding contributions to society and
whose accomplishments can be viewed as models
of public service. The award was presented to
Congressman Cummings at a Capitol Hill ceremony
on November 18, 2003 by Baltimore's Great Blacks
in Wax Museum co-founder Dr. Joanne M. Martin.
On Tuesday, October 21, 2003, Congressman
Cummings received a visit from "Touched by an
Angel" star Della Reese. At the meeting, Congressman
Cummings and Mrs. Reese discussed the importance
of raising the awareness of diabetes and how to
prevent the disease.
On Sunday, October 5, 2003, Congressman
Cummings expressed his support for the Korean
American community of Howard County as they inaugurated
a new care-line to help recent immigrants adjust

In continuing to build strong relations
with African nations, Congressional Black Caucus
Chair Elijah E. Cummings (D-Maryland), Congressman
Don Payne (D-NJ) and Congresswoman Barbara Lee
(D-Calif.) meet with the President of the Republic
of Botswana Festus Gontebayne Mogae. In their
meeting they discussed trade, the African Growth

On Friday, June 13, 2003, Congressman
Cummings visited the Union Baptist Head Start
Center in Baltimore to attend the children's graduation
ceremony and also point out how the program has
transformed children for more than 38 years. He
opposes current proposals to dismantle the program.

On Tuesday, June 10, 2003, Congressman
Elijah E. Cummings (D-Maryland) met with Taiwanese
Representative C.J. Chen, who heads the Taipei
Economic and Cultural Representative Office in
the United States in Washington, D.C. At the meeting,
the two leaders discussed common goals shared
by the people of Taiwan and the Congressional
Black Caucus including quality education, healthcare,
and outreach to Africa.
On Monday, May 12, 2003, Congressman
Cummings held his 7th annual job fair. Despite
a recovering economy, Congressman Cummings was
able to bring more than 50 employers to participate
in the job fair. Some of the participating employers
included banks, retailers, healthcare providers
and government agencies. Only employers that provided
health and other benefits participated in the
job fair. The event brought approximately 2,000
job seekers to the 5th Regiment Armory in Baltimore,
MD.
Congressman Elijah E. Cummings (D-Maryland),
Chairman of the Congressional Black Caucus, participates
in a news conference to launch a national campaign
to build support for the Martin Luther King, Jr.
Memorial on the National Mall. The MLK Foundation
has partnered with the AD Council to help generate
public support for the funding of the Memorial
by running PSAs in the 30 top media markets in
the country. The campaign includes print, TV,
radio, and internet ads. The press conference
was held on Wednesday, May 7, 2003, in the U.S.
Capitol.
Congressman Cummings addresses healthcare
advocates at a rally calling for the need to renew
the campaign for universal health insurance coverage.
The Rally, entitled "“Cover the Uninsured,” Healthcare
Access Rally was on Tuesday, April 29, 2003 at
the Upper Senate Park on Capitol Hill in Washington,
D.C.
Congressman Elijah E. Cummings commends
drug treatment providers, researchers, and advocates
for not giving up on those suffering from drug
abuse. The Congressman gave the keynote address
at the The American Association for the Treatment
of Opiod Dependence Conference Washington, D.C.
