This bill authorizes the President to carry out a development assistance program to improve international building construction practices in Latin American countries. It provides for such assistance through grants for: training of selected professionals in eligible Latin American countries in the ICC International Codes; and translation into Spanish, and the publication of, specified international building codes. The legislation will help these nations recover from a pair of devastating earthquakes (both 7.6 magnitude on the Richter scale) killing nearly 2,000 people.
