At four-year public colleges and universities alone, average tuition and fees have grown by 40% since the 1990 - 1991 school year. These increases have far outstripped the 12% growth in family income over that same period. The federal government obviously cannot set tuition rates, but we can help young people through student aid programs. That is why I introduced the College Tuition Assistance Act, comprehensive legislation that improves a variety of student aid programs including Pell Grants and the Lifetime Learning Credit. The bill would increase the value of the tax deduction and Lifetime Learning Credit; expand the student loan deduction for graduates; and increases the maximum Pell Grant to $7,000 by the 2004 - 2005 school year. These improvements will provide the changes needed to help lower and middle income students afford college.
