Dingell is elected to a 13th term with a win of 77% of the vote over Melvin E. Heuer.  Vote results: 93,387 – 26,827.

President Carter signs the Natural Gas Policy Act of 1978.  Dingell is a key player in the passage.  The bill grants the Federal Energy Regulatory Commission authority over intrastate as well as interstate natural gas production.  Price ceilings are established for wellhead first gas, as well as schedules for future pricing.  The legislation also develops methods of allocations in emergencies for high priority users.  (PL 95-621)
