Dingell's Subcommittee on Oversight and Investigation investigates the generic drug industry, uncovering bribery and widespread fraud on FDA drug applications.  The Committee's efforts resulted in arrests and new regulations for generic drugs and helped enact the Generic Drug Enforcement Act of 1991.

Dingell leads a congressional delegation to meet with Lech Walesa in Gdansk, Poland, weeks after the Solidarity Party won the majority of Sejm (parliament) seats from the Communist Party; moves towards a democratically elected government of Poland.
