Dingell and the Subcommittee on Oversight and Investigations begin hearings on the billing practices of Stanford University for indirect costs of research expenses.  Testimony reveals that Stanford has been improperly billing the government for such things as upkeep on a yacht, antique furniture, expanding the University President's bed, flowers and parties.  Within weeks, the investigation spreads to virtually every university receiving research funds.  Some of the most prestigious universities in the country begin to refund money that was improperly billed – Stanford $700,000, California Institute of Technology, $500,000, Harvard Medical School, $500,000 and announce changes in the record keeping.  Within months the Bush administration issues new rules to prohibit universities from being reimbursed for a host of items from liquor to lobbying.  At the end of September, the president of Stanford resigns over the matter.  (Washington Post, 3.13.91, 4.10.91, 4.23.91, 7.30.91)
