Votes will be postponed until 6:30 p.m. Suspensions (16 bills): (Bills on suspension are generally considered non-controversial and have reduced debate time, but require a two-thirds majority vote to be passed.) - H.R. 1492 - To provide for the preservation of the historic confinement sites where Japanese Americans were detained during World War II: Directs the Secretary of the Interior to make grants and create a program within the National Park Service to support and work in partnership with citizens, governmental and tribal organizations, educational institutions, and nonprofit organizations for the purpose of identifying, protecting, and acquiring historic confinement sites where Japanese Americans were detained during World War II in order to gain inspiration from these sites and to demonstrate the Nation's commitment to equal justice.
- H.R. 1564 - Yakima-Tieton Irrigation District Conveyance Act of 2005: Directs the Secretary of the Interior to convey all federal right, title and interests of certain buildings and nine acres associated with the Yakima Project to the Yakima-Tieton Irrigation District.
- H.R. 1972 - Franklin National Battlefield Study Act: The Battle of Franklin was a significant battle leading to the Union victory over the Confederacy in the Civil War. Additionally, the Battle was one of the deadliest during the Civil War. Currently, there is no National Cemetery or National Battlefield commemorating the Battle. H.R. 1972 authorizes a study including the cities of Brentwood, Franklin, Triune, Thompson’s Station, and Spring Hill, Tennessee. The Secretary of the Interior will determine if sites within the study area have national significance and if they can be included in an existing unit of the National Park System or another federally designated unit.
- H.R. 3351 - Native American Technical Corrections Act of 2005: Makes technical corrections to laws relating to Native Americans and Alaska Natives. This legislation addresses an number of minor, non-controversial tribal issues in one legislative package. As ordered reported, H.R. 3351 contains ten proposed amendments to current law in areas relating to tribal sovereignty, culture and economic development.
- H.R. 3507 - Pechanga Band of Luiseno Mission Indians Land Transfer Act of 2005: Transfers approximately 991 acres of public land (including improvements), in two parcels administered by the Bureau of Land Management (BLM) to the Pechanga Band of Luiseno Mission Indians. The lands, located in Riverside County, California, will be held in trust by the United States for the benefit of the tribe. The tribe seeks to acquire these lands in trust to preserve their archaeological, cultural, and wildlife resources.
- H.R. 3721 - To amend the Omnibus Parks and Public Lands Management Act of 1996 to allow certain commercial vehicles to continue to use Route 209 within Delaware Water Gap National Recreation Area and to allow the National Park Service to continue to collect fees from those vehicles, and for other purposes: Amends the Omnibus Parks and Public Lands Management Act of 1996 to: (1) delay until September 30, 2015 (currently, September 30, 2005), the prohibition against the use by commercial vehicles of Highway 209 within Delaware Water Gap National Recreation Area; (2) increase from $25 to $40 the maximum authorized per-trip commercial vehicle use fee; and (3) direct the Secretary of the Interior to ensure that any proposal adopted by the National Park Service to maintain or reconstruct River Road within the Area provides for that road to be open to two-way traffic.
- H.R. 3981 - To authorize the Secretary of Agriculture to carry out certain land exchanges involving small parcels of National Forest System land in the Tahoe National Forest in the State of California, and for other purposes: Authorizes two land exchanges between private landowners and the U.S. Forest Service of the Department of Agriculture. Specifically, the Secretary of Agriculture would acquire two small tracts of land from two private landowners in the Tahoe National Forest. While the parcels are small enough to be exchanged under the Small Tracts Act, other antiquated limitations in that Act would prevent the exchange.
- S.161 - Northern Arizona Land Exchange and Verde River Basin Partnership Act of 2005: Directs the Secretary of Agriculture to simultaneously convey title to certain lands in the Prescott, Coconino, and Kaibab National Forests, Arizona, to the Yavapai Ranch Limited Partnership and the Northern Yavapai, L.L.C. (the Yavapai Ranch), in exchange for privately-owned land within the boundaries of the Prescott National Forest, Arizona.
- H.R. 318 - To authorize the Secretary of the Interior to study the suitability and feasibility of designating Castle Nugent Farms located on St. Croix, Virgin Islands, as a unit of the National Park System, and for other purposes
- H.R. 323 - To redesignate the Ellis Island Library on the third floor of the Ellis Island Immigration Museum, located on Ellis Island in New York Harbor, as the "Bob Hope Memorial Library"
- H.R. 326 - To amend the Yuma Crossing National Heritage Area Act of 2000 to adjust the boundary of the Yuma Crossing National Heritage Area and to extend the authority of the Secretary of the Interior to provide assistance under that Act
- H.R. 1129 - Pitkin County Land Exchange Act of 2005: Requires states, as a condition of receiving funds under any program or activity administered by the Secretary of Education, to develop and implement policies and procedures prohibiting school personnel from requiring a child, as a condition of attending school or receiving services, to obtain a prescription for a controlled substance or a psychotropic drug.
- H.R. 1790 - Child Medication Safety Act of 2005: Requires states, as a condition of receiving funds under any program or activity administered by the Secretary of Education, to develop and implement policies and procedures prohibiting school personnel from requiring a child, as a condition of attending school or receiving services, to obtain a prescription for a controlled substance or a psychotropic drug. The bill provides that nothing in such requirement shall be construed to create a Federal prohibition against teachers and other school personnel consulting or sharing classroom-based observations with parents or guardians regarding a student's academic performance or behavior in the classroom or school, or regarding the need for evaluation for special education or related services under the Individuals with Disabilities Education Act (IDEA).
- H.R. 3975 - Hurricane Regulatory Relief Act of 2005: For one year, the bill would ease requirements for elementary and secondary schools, including maintenance of effort and supplement not supplant funding requirements. Easing these requirements would ensure states and schools can serve students effectively with the resources available. In addition, the bill would allow non-federal match requirements to be waived or modified for affected states. Extends deadlines for special education evaluations and reporting requirements. By extending – but not waiving – these deadlines, states and schools would have the flexibility they need to ensure the affected students will have access to the services they need.
- H.R. 856 - Federal Youth Coordination Act: Establishes a Federal Youth Development Council to improve administration and coordination of federal programs serving youth. The bill also authorizes the Council to provide technical assistance and make grants to states to support state councils for coordinating state youth efforts.
- H.Con.Res. 288 - Recognizing the 30th anniversary of the enactment of the Education for All Handicapped Children Act of 1975 and reaffirming support for the Individuals with Disabilities Education Act so that all children with disabilities have access to a free appropriate public education in the least restrictive environment.

Therefore the authoritative root zone server should remain physically located in the United States and the Secretary of Commerce should maintain oversight of Internet Corporation for Assigned Names and Numbers (ICANN) so that ICANN can continue to manage the day-to-day operation of the Internet's domain name and addressing system well, remain responsive to all Internet stakeholders worldwide, and otherwise fulfill its core technical mission.

- H.R. 3647 - To render nationals of Denmark eligible to enter the United States as nonimmigrant traders and investors: Makes Danish nationals eligible to enter the United States as nonimmigrant traders and investors (E-visa) if Denmark extends reciprocal nonimmigrant treatment to U.S. nationals.
- H.R. 1036 - To amend title 17, United States Code, to make technical corrections relating to copyright royalty judges: Amends provisions regarding copyright royalty judges to: (1) make technical changes; (2) provide that Copyright Royalty Judges (CRJs) are to act in accordance with the Administrative Procedure Act; (2) include prior determinations and interpretations of copyright arbitration royalty panels that are not inconsistent with a decision of the Librarian of Congress or the Register of Copyrights among the precedents that CRJs must consider; and (3) require that the Librarian of Congress receive authorization from the CRJs before distributing statutory licensing fees for secondary transmissions by cable systems or satellite carriers even when no controversy about such distribution exists.
- H.R. 866 - To make technical corrections to the United States Code: Makes technical corrections to provisions of Titles 10 (Armed Forces), 23 (Highways), 28 (Judiciary and Judicial Procedure), 36 (Patriotic and National Observances, Ceremonies and Organizations), and 40 (Public Buildings, Property, and Works) of the United States Code.
- H.R. 1442 - To complete the codification of title 46, United States Code, "Shipping", as positive law: Declares that the purpose of this Act is to enact into positive law title 46 of the United States Code, entitled "Shipping." Sets forth organizational and administrative provisions regarding the Federal Maritime Commission (FMC). It amends federal shipping law to require, upon the request of the Secretary of Defense, the head of an agency responsible for the administration of navigation or vessel-inspection laws to waive compliance with such laws in the interest of national defense.

H.R. 1065 - United States Boxing Commission Act: Establishes the United States Boxing Commission within the Department of Commerce to: (1) protect the general interests of boxers; and (2) ensure uniformity, fairness, and integrity in professional boxing. The bill prohibits the Commission from promoting boxing events, ranking professional boxers, or providing technical assistance to, or authorizing the use of the name of the Commission by, boxing commissions that do not comply with requirements of the Commission. It also prohibits a person from competing in a professional boxing match or serving as a boxing manager, boxing promoter, or sanctioning organization for a professional boxing match without a license.
