H.R. 585 - Gateway Communities Cooperation Act: Directs the Secretary of the Interior or the Secretary of Agriculture (the relevant Secretary) to: (1) solicit involvement by government officials of local gateway communities in the development of land use plans or policies for public lands under the jurisdiction of the National Park Service, the United States Forest Service, the U.S. Fish and Wildlife Service, and the Bureau of Land Management which are likely to have a significant impact; (2) facilitate such involvement; (3) at the request of a gateway community, offer training sessions for officials for understanding and participating in agency planning processes; and (4) at the request of a gateway community, make available personnel, on a temporary basis, to assist gateway communities.

S. 212 - Valles Caldera Preservation Act of 2005: Amends the Valles Caldera Preservation Act to require the Secretary of Agriculture to negotiate a price for buying the remaining mineral interests of the Valles Caldera Preserve in New Mexico. Directs that any difference between the sum estimated to be just compensation by the Secretary and the amount awarded be paid from the permanent judgment appropriation.
S. 279 - A bill to amend the Act of June 7, 1924, to provide for the exercise of criminal jurisdiction: Amends the Pueblo Lands Act of 1924 to allocate jurisdiction over offenses committed anywhere within the exterior boundaries of any grant from a prior sovereign to a Pueblo Indian tribe of New Mexico to: (1) the Pueblo for any offense committed by a member of the Pueblo or an Indian or by any other Indian-owned entity; (2) the United States for any specified federal offense that is committed by or against an Indian or any Indian-owned entity, or that involves any Indian property or interest; and (3) the state of New Mexico for any offense committed by a person who is not a member of a Pueblo or an Indian, which offense is not subject to U.S. jurisdiction.
H.R. 1129 - Pitkin County Land Exchange Act of 2005: Authorizes a small land exchange in Pitkin County, Colorado, between the Bureau of Land Management (BLM), the U.S. Forest Service and the County.
S. 136 - Rancho Corral de Tierra Golden Gate National Recreation Area Boundary Adjustment Act: Authorizes the Secretary of the Interior to provide supplemental funding and other services necessary to assist the State of California or local educational agencies in California in providing educational services for students attending schools located within or near Yosemite National Park and to authorize the addition of approximately 4,500 acres to the Golden Gate National Recreation Area.
S. 584 - Betty Dick Residence Protection Act: Allows Betty Dick to continue to occupy and use specified property in Rocky Mountain National Park for the remainder of her natural life, subject to certain requirements.
H.Con.Res. 273 - Recognizing the 50th anniversary of the Montgomery bus boycott: Recognizes and honors the 50th anniversary of the Montgomery bus boycott and recognizes the historical significance of the boycott to the United States.
S. 1886 - Naval Vessels Transfer Act of 2005: Authorizes the President to transfer on a grant basis to: (1) Greece, the OSPREY class minehunter coastal ship PELICAN; (2) Egypt, the OSPREY class minehunter coastal ships CARDINAL and RAVEN; (3) Pakistan, the SPRUANCE class destroyer ship FLETCHER; and (4) Turkey, the SPRUANCE class destroyer ship CUSHING. The bill authorizes the President to transfer on a sale basis to: (1) India, the AUSTIN class amphibious transport dock ship TRENTON; (2) Greece, the OSPREY class minehunter coastal ship HERON; and (3) Turkey, the SPRUANCE class destroyer ship O'BANNON.
H.R. 2017 - Torture Victims Relief Reauthorization Act of 2005: Amends the Torture Victims Relief Act of 1998 to authorize appropriations for FY 2006 and 2007 to: (1) the Department of Health and Human Services (HHS) to provide grants to programs in the United States to cover the costs of services provided by domestic treatment centers in the rehabilitation of victims of torture (including treatment of the physical and psychological effects of torture), social and legal services, and research and training of health care providers outside of treatment centers or programs to enable them to provide such services; (2) the President for grants to treatment centers and programs in foreign countries that carry out projects and activities specifically designed to treat victims of torture for the physical and psychological effects of torture; and (3) the United Nations Voluntary Fund for Victims of Torture.

H.R. 1721 - To amend the Federal Water Pollution Control Act to reauthorize programs to improve the quality of coastal recreation waters, and for other purposes: Amends the Federal Water Pollution Control Act to reauthorize appropriations for coastal recreation water quality monitoring and notification grants through FY2011. The bill also amends the Beaches Environmental Assessment and Coastal Health Act of 2000 to reauthorize appropriations to carry out that Act through FY2011.
H.R. 3963 - To amend the Federal Water Pollution Control Act to extend the authorization of appropriations for Long Island Sound: Amends the Federal Water Pollution Control Act to reauthorize appropriations through FY2010 for: (1) the Office of Management Conference of the Long Island Sound Study; and (2) grants to implement the Long Island Sound Comprehensive Conservation and Management Plan.
H.Con.Res. 196 - Honoring the pilots of United States commercial air carriers who volunteer to participate in the Federal flight deck officer program: Resolves that Congress recognizes that volunteer pilots in the Federal flight deck officer program are the consummate quiet professionals and embody what is best in our national character. It also applauds volunteer pilots in the Federal flight deck officer program for taking a stand against those who would seek to harm the United States through acts of terrorism in the air. Finally, Congress expresses appreciation to volunteer pilots in the Federal flight deck officer program on behalf of all citizens of the United States for the ongoing contribution of these pilots to the security of the Nation and its air transportation system.
H.R. 4311 - To amend section 105(b)(3) of the Ethics in Government Act of 1978 (5 U.S.C. App): Amends the Ethics in Government Act of 1978 regarding appropriate steps which may be taken by an individual in the executive, legislative, or judicial branch of the federal government to assure compliance with applicable laws and regulations if review of a mandatory financial disclosure report results in an opinion that the reporting individual is not in compliance. Eliminates voluntary request for transfer, reassignment, limitation of duties, or resignation as one of those appropriate steps. (Retains divestiture, restitution, establishment of a blind trust, and request for an exemption from specified criminal penalties for certain official acts involving a conflicting personal financial interest.)
H.R. 1400 - Securing Aircraft Cockpits Against Lasers Act of 2005: Amends the federal criminal code to prohibit knowingly aiming the beam of a laser pointer at an aircraft, or at the flight of an aircraft, in the special aircraft jurisdiction of the United States. The measure makes such act punishable by a fine, up to five years' imprisonment, or both.
H.Res. 196 - Recognizing the anniversary of the ratification of the 13th Amendment and encouraging the American people to educate and instill pride and purpose into their communities and to observe the anniversary annually with appropriate programs and activities: Resolves that the House recognizes the 140th anniversary of the ratification of the 13th Amendment to the Constitution.
