PRESIDENT BUSH ADDRESSES NATION ON FIFTH ANNIVERSARY OF 9-11

In an Oval Office speech to the nation Monday evening, President George W. Bush reflected on the fifth anniversary of the Sept. 11 attacks on the World Trade Center and the Pentagon, declaring, “We are safer, but we are not yet safe.”

  3. H.Res. 983 - Honoring the life and accomplishments of the late Robert E. O`Connor, Jr: Declares that the House of Representatives has learned with profound sorrow of the death of Bob O'Connor, mayor of the city of Pittsburgh, Pennsylvania. Recognizes Bob O'Connor as a role model of entrepreneurship, civic engagement, and public service in southwestern Pennsylvania and throughout the entire nation. Expresses its deep gratitude to Bob O'Connor for working tirelessly on behalf of the citizens of Pittsburgh, Pennsylvania.
  4. H.R. 5539 - North American Wetlands Conservation Reauthorization Act of 2006: Authorizes appropriations to carry out the North American Wetlands Conservation Act for FY2008-FY2011.
  5. H.R. 138 - To revise the boundaries of John H. Chafee Coastal Barrier Resources System Jekyll Island Unit GA-06P
  6. H.R. 479 - To replace a Coastal Barrier Resources System map relating to Coastal Barrier Resources System Grayton Beach Unit FL-95P in Walton County, Florida
  7. H.R. 5094 - Lake Mattamuskeet Lodge Preservation Act: To require the conveyance of Mattamuskeet Lodge and surrounding property, including the Mattamuskeet National Wildlife Refuge headquarters, to the State of North Carolina to permit the state to use the property as a public facility dedicated to the conservation of the natural and cultural resources of North Carolina.
  8. H.R. 5381 - National Fish Hatchery System Volunteer Act of 2006: Authorizes the Secretary of the Interior to accept gifts for the benefit of the National Fish Hatchery System. Directs the Secretary, subject to the availability of appropriations, to: (1) carry out volunteer enhancement pilot projects at one or more system facilities; and (2) develop guidance for hatchery education programs.
  9. S. 1773 - Pueblo de San Ildefonso Claims Settlement Act of 2005: Ratifies: (1) the Settlement Agreement between the United States and the Pueblo de San Ildefonso to Resolve All of the Pueblo's Land Title and Trespass Claims, dated June 7, 2005 (Settlement Agreement); and (2) the Los Alamos Agreement among Los Alamos County, New Mexico, the Pueblo, the Department of Agriculture Forest Service, and the Bureau of Indian Affairs, dated January 22, 2004.
  10. H.R. 631 - To provide for acquisition of subsurface mineral rights to land owned by the Pascua Yaqui Tribe and land held in trust for the Tribe, and for other purposes: Directs the Secretary of the Interior to acquire, by use of eminent domain, subsurface mineral rights to certain land owned by the Pascua Yaqui Tribe and certain land held in trust for the Tribe in Arizona. Requires the Secretary to take such interests into trust for the Tribe's benefit.
  11. H.Res 175 - Recognizing the importance of establishing a national memorial at the World Trade Center site to commemorate and mourn the events of February 26, 1993, and September 11, 2001: Declares that the House of Representatives: (1) recognizes the importance of establishing a national memorial at the World Trade Center site, as the highest honor the Nation can confer to commemorate and mourn the events of February 26,1993, and September 11, 2001; and (2) supports the efforts of the World Trade Center Memorial Foundation to build a permanent memorial at the site.

WEDNESDAY, SEPTEMBER 13, 2006 AND THE BALANCE OF THE WEEK

  1. H.R. 4893 - To amend section 20 of the Indian Gaming Regulatory Act to restrict off-reservation gaming: Amends the Indian Gaming Regulatory Act to revise requirements for gaming on lands taken in trust for the benefit of a newly recognized, restored, or landless Indian tribe. Allows one Indian tribe to host another, invited tribe to participate in or benefit from consolidated class II and class III gaming within the boundaries of the host tribe's reservation.
  2. S. 2590 - Federal Funding Accountability and Transparency Act of 2006: Directs the Office of Management and Budget (OMB) to ensure the existence and operation of a single updated searchable database website accessible by the public at no cost, that includes for each entity receiving federal funding: (1) the amount of federal funds received in each of the last 10 fiscal years; (2) an itemized breakdown of each transaction; (3) the entity's location and primary location of performance; and (4) a unique identifier for the entity and its parent entity.
  3. S. 2784 - Fourteenth Dalai Lama Congressional Gold Medal Act: Directs the Speaker of the House of Representatives and the President pro Tempore of the Senate to make appropriate arrangements for the presentation, on behalf of Congress, of a gold medal of appropriate design to Tenzin Gyatso, the Fourteenth Dalai Lama, in recognition of his many contributions to peace and religious understanding.
  4. H.R. 5815 - Department of Veterans Affairs Medical Facility Authorization Act of 2006: A summary of this legislation was not available at time of publication.
  5. H.Con.Res. 444 - Extending the thanks of Congress and the Nation to the Defense POW/Missing Personnel Office: A summary of this legislation was not available at time of publication.

H.R. 2965 - Federal Prison Industries Competition in Contracting Act of 2006: Amends the federal criminal code to replace provisions regarding the purchase of prison-made products by federal departments with provisions establishing a government-wide procurement policy relating to purchases from Federal Prison Industries (FPI), which shall generally require the use of competitive procedures. Authorizes a contract award to be made to FPI using other than competitive procedures: (1) if a product or service is only available from FPI; and (2) by the Federal Bureau of Prisons (the Bureau). Requires that an analysis of the probable impact of a proposed expansion of sales within the federal market by FPI on private sector firms and their non-inmate workers be made whenever FPI proposes to authorize the sale of a new specific product or service or to expand production of a current product or service.

The Constitutional Convention decided that the first federal election was to be held on Wednesday the following February. On that day George Washington was elected as the first president of the United States. In addition, New York City was named the temporary national capital.

1789 -

The United States Government took out its first loan.

1948 -

Margaret Chase Smith was elected to the U.S. Senate and became the first woman to serve in both houses of the U.S. Congress.

1994 -

U.S. President Bill Clinton signed a $30 billion crime bill into law.

2001 -

U.S. Secretary of State Colin Powell named Osama bin Laden as the prime suspect in the terror attacks on the United States on September 11, 2001. Limited commercial flights resumed in the U.S. for the first time in two days.

1901 -

U.S. President William McKinley died of gunshot wounds inflicted by an assassin. Vice President Theodore Roosevelt, at age 42, succeeded him.

1940 -

The Selective Service Act was passed by the U.S. Congress providing the first peacetime draft in the United States.

1983 -

The U.S. House of Representatives voted 416-0 in a resolution condemning the Soviet Union for the shooting down of a Korean jet on September 1.

1789 -

The U.S. Department of Foreign Affairs was renamed the Department of State.

1983 -

The U.S. Senate joined the U.S. House of Representatives in their condemning of the Soviet Union for shooting down a Korean jet with 269 people onboard.
