New Travel Regulations, Forms, and Instructions (effective March 1, 2007):

     The House Rules for the 110th Congress changed the travel rules for Members, staff, and outside sponsors.  Regulations, forms, and instructions governing privately-sponsored travel taking place after March 1, 2007 are available below.  An Advisory Memorandum providing additional guidance regarding travel was released on March 15, 2007.  New versions of the forms relating to privately-sponsored travel were released April 6, 2007.

Please note:  Both the Private Sponsor Certification and the Member/Officer/Employee Traveler Forms must be filed with the Committee at the same time in order to process your request.

 

New Gift Rule Changes:

      The House Rules for the 110th Congress amended House Rule 25, clause 5  (the "gift rule") with respect to the acceptance of gifts and travel.  Some of the guidance on this website regarding gifts and travel may therefore no longer apply.  On February 6, 2007, the Committee issued an advisory memorandum on the changes to the gift rule. On May 24, 2007, the House amended the gift rule exception concerning the acceptance of offers of free attendance at charity events. In view of the amendment, on June 14, 2007, the Committee issued a revised memorandum that incorporates the change to the rule.  Please contact Committee staff at 202-225-7103 with any questions. 

 

 

Financial Interests under New Earmark Rules

     The House Rules for the 110th Congress changed the Code of Official Conduct regarding earmarks.  This provision requires that a Member, Delegate, or Resident Commissioner who requests an earmark or a limited tax or tariff benefit to provide certain information regarding the request and its purpose to the committee of jurisdiction.  An Advisory Memorandum providing guidance in this matter was released on March 27, 2007.
