Congressman Fattah Awards Rosa Parks Congressional Proclamation

During his first term in Congress, Chaka Fattah awards civil rights pioneer Rosa Parks a Congressional Proclamation at the Liberty Bell in Philadelphia.  Ms. Parks went on to receive the Congressional Gold Medal in 1999.
