Project Location: State of California

I am requesting $1.65 million under the Animal and Plant Health Inspection Service to continue the California County Import Inspection program. This is a state-wide program operated by county agricultural inspectors to inspect incoming plants at California border crossings to prevent the spread of invasive pests and diseases. This project deserves federal funding because it is an essential government responsibility to protect the public health and ensure that Americans continue to enjoy safe, affordable, and abundant food supplies. The entity to receive funding for this project is the California Agricultural Commissioners and Sealers Association, located at P.O. Box 889, Santa Paula CA 93061.

I am requesting $1.35 million under the Animal and Plant Health Inspection Service to continue the California County Pest Detection program. Funding for this project will help expand the existing state-wide network of insect traps and other detection tools to serve as an early warning system against serious agricultural pests. This project deserves federal funding because it is an essential government responsibility to protect the public health and ensure that Americans continue to enjoy safe, affordable, and abundant food supplies. The entity to receive funding for this project is the California Agricultural Commissioners and Sealers Association, located at P.O. Box 889, Santa Paula CA 93061.

I am requesting $30 million for the Salton Sea Restoration project under the U.S. Army Corps of Engineers General Investigations account.  Funding would be used for study, planning and restoration activities at the Salton Sea.  This project deserves federal funding because it has been authorized by Congress under P.L. 110-114.  The entity to receive funding for this project is the U.S. Army Corps of Engineers, Los Angeles District, located at: 915 Wilshire Boulevard, Suite 980, Los Angeles, CA 90017.

I am requesting $250,000 under the FHWA TCSP account for the West Coast Corridor Coalition.  Funding would be used for collaboration and planning solutions to unique transportation system challengers on the West Coast Corridor, like freight and goods movement projects.  This project deserves federal funding because it is an essential federal responsibility to promote regional and multi-state solutions to transportation issues.  The entity to receive funding for this project is the San Diego Association of Governments, located at: 401 B Street, Suite 800, San Diego, CA 92101.

Project Location: San Diego and Imperial Counties

I am requesting $200,000 under the FHWA TCSP account for the Bayshore Bikeway.  Funding would be used to relocate an existing fence line and for planning, design, and construction of the Bayshore Bikeway.  This project deserves federal funding because completion of the Bayshore Bikeway is central to the regional non-motorized transportation plan and because we must encourage biking and walking as safe, healthy, and environmentally-friendly alternatives to automobile travel.  The entity to receive funding for this project is the San Diego Association of Governments, located at: 401 B Street, Suite 800, San Diego, CA 92101.

I am requesting $675,000 under the National Park Service (NPS) Save America’s Treasures (SAT) account for the Camp Lockett Historical Park.  Funding would be used to complete the Hazardous Materials Assessment and Historical Structures Report of a multi-phased project to preserve the Camp Lockett Historical Park, which was the final home of the famed 10th Calvary “Buffalo Soldiers.”  This project deserves federal funding because it is critical that we preserve this critical African-American historical site.  The entity to receive funding for this project is the County of San Diego, located at: 1600 Pacific Highway, Second Floor, San Diego, CA 92101.

I am requesting $950,000 under the Federal Aviation Administration (FAA) Airport Improvement Program (AIP) account for the Imperial County Airport Feasibility Study.  Funding would be used to develop a cost estimate for relocating non-compatible development in the approach to Runway 14, including land acquisition costs to accommodate a proposed extension of Runway 32.  This project deserves federal funding because we must improve air transportation service and promote economic development in Imperial County, which has the highest unemployment rate in the nation.  The entity to receive funding for this project is the Imperial County Airport, located at: 1099 Airport Road, Imperial CA 92251.

I am requesting the following report language: The Committee is concerned about the Bureau of Land Management decision to stop trash collection services in the Imperial Sand Dunes Recreation Area.  The Committee expects BLM to restore trash pick-up services in the Imperial Sand Dunes Recreation Area.  The entity that would be affected by this language is the Bureau of Land Management, Southern California Area Office located at: 1661 S. 4th Street El Centro CA 92243.

I am requesting $10 million for the New River Restoration project under the U.S. Army Corps of Engineers Section 206 account.  Funding would be used to clean-up the New River, which is the most polluted river in North America!  This project deserves federal funding because it has been authorized by Congress under P.L. 110-114.  The entity to receive funding for this project is the U.S. Army Corps of Engineers, Los Angeles District, located at: 915 Wilshire Boulevard, Suite 980, Los Angeles, CA 90017.

I am requesting $10 million under the GSA for the Otay Mesa Commercial Enhancement Project.  Funding would be used to acquire an additional 9.93 acres directly adjacent to the existing Customs and Border Protection Commercial Port of Entry facility, which will substantially improve both security and efficiency at one of the busiest border crossings in the world.  The entity to receive funding for this project is the General Services Administration, located at: 1800 F Street, NW, Washington, DC 20405.

I am requesting $1 million under the FHWA TCSP account for Otay Mesa Road Widening project.  Funding would be used for planning, design and construction of the road widening project.  This project deserves federal funding because it will provide important linkages between existing transportation routes and the future Border Development Zone site.  The entity to receive funding for this project is the County of San Diego, located at: 1600 Pacific Highway, Second Floor, San Diego, CA 92101.

I am requesting $700,000 under the Byrne/JAG account for the San Diego County District Attorney Gang and Drug Crime Investigation and Prosecution program.  Funding would provide critical resources needed by the District Attorney’s office to investigate and prosecute gang-related crime and drug crime.  This project deserves federal funding because it is an essential government responsibility to stop cross-border drug and gang crimes in San Diego County.  The entity to receive funding for this project is the San Diego County District Attorney's Office, located at: 330 West Broadway, San Diego, CA 92123.

I am requesting $250,000 under the Bureau of Reclamation for the San Diego Four-Reservoir Intertie project.  Funding would be used to study the proposed project which would connect the San Vicente, El Capitan, Murray, and Loveland reservoirs in San Diego County, California.  This project deserves federal funding because the federal government has a responsibility to ensure safe and affordable drinking water supplies for southern California residents.  The entity to receive funding for this project is the City of San Diego, located at: 202 C Street, San Diego, CA 92101.

I am requesting $350,000 under the COPS Methamphetamine account for the San Diego and Imperial Counties Border Methamphetamine Strategy program.  Funding would be used by the California Department of Justice to purchase equipment used in investigation and seizure of clandestine meth laboratories, for drug interdiction efforts, and to pay overtime for officers.  This project deserves federal funding because it is an essential government responsibility to keep methamphetamine out of our communities and away from our nation’s children.  The entity to receive funding for this project is the California State Department of Justice, located at: 1300 I Street, Sacramento, CA 95814.

I am requesting $3.5 million under the COPS Technology account for the San Diego and Imperial Counties Regional Communications System Upgrade.  Funding for the project would be used to purchase equipment and software to improve data sharing, automate officer alerts and notifications, improve disaster preparedness, and deliver more intelligence to officers and first responders.  This project deserves federal funding because it is an essential government responsibility to ensure our law enforcement agencies are fully equipped to protect the public.  The entity to receive funding for this project is the County of San Diego, located at: 1600 Pacific Highway, Second Floor, San Diego, CA 92101.

I am requesting $629,405 under the Byrne/JAG account for the San Diego County Regional Gang Enforcement Collaborative.  Funding would be used to foster cooperation, instantaneous data collection and communication among street-level officers from numerous different law enforcement jurisdictions.  This project deserves federal funding because of its proven track record at reducing violent crime and gang activities in other portions of San Diego County.  The entity to receive funding for this project is the County of San Diego, located at: 1600 Pacific Highway, Second Floor, San Diego, CA 92101.

I am requesting $400,000 under the U.S. Army Corps of Engineers General Investigations account for the San Diego County Special Area Management Plan (SAMP).  Funding would be used to evaluate and address both endangered species and wetland regulatory issues on a regional basis.  This project deserves federal funding because it has been authorized by Congress under P.L. 106-53.  The entity to receive funding for this project is the U.S. Army Corps of Engineers, Los Angeles District, located at: 915 Wilshire Boulevard, Suite 980, Los Angeles, CA 90017.

I am requesting $250,000 under the Health Resources and Services Administration (HRSA) health care facilities account for the San Ysidro Health Center.  Funding would be used for renovation of the health center’s main clinic and enable the San Ysidro Health Center to better provide a comprehensive array of health care services.  This project deserves federal funding because of the San Ysidro Health Center’s proven history of providing excellent health care services for the vulnerable low-income residents living in the California/Mexico border region.  The entity to receive funding for this project is the San Ysidro Health Center, located at: 4004 Beyer Boulevard, San Ysidro, CA 92173.

I am requesting report language under the General Services Administration (GSA) for the San Ysidro Port-of-Entry: The Committee is concerned with a lack of community planning regarding certain GSA work. As GSA considers plans for the San Ysidro Port of Entry, the Committee directs the GSA to work with the community surrounding the San Ysidro Port of Entry to develop a design plan that incorporates the interests of the surrounding commercial and business areas and that  incorporates community-supported pedestrian and transit design elements.  GSA shall not begin construction on the San Ysidro Port of Entry until a community-supported plan is developed.  The entity that would be affected by this language is the General Services Administration, located at: 450 Golden Gate Avenue, 3rd Floor West, San Francisco, CA 94102.

I am requesting report language under U.S. Customs and Border Protection for the San Ysidro SENTRI Demonstration Project: The US Customs and Border Protection Agency is required to conduct a twelve month demonstration project to determine the effectiveness of staffing and operating up to ten SENTRI (Secure Electronic Network for Travelers Rapid Inspection) lanes during peak hours seven days a week at the San Ysidro port of entry. An additional SENTRI lane should be opened during the peak times of 5:00 am to 10:00 am and 3:00 pm to 9:00 pm whenever wait times exceed 15 minutes, up to ten SENTRI lanes.  The entity that would be affected by this language is U.S. Customs and Border Protection, located at: 720 East San Ysidro Blvd, San Ysidro, CA 92173.

I am requesting $375,000 for the Sweetwater Reservoir Aquatic Species Removal project under the U.S. Army Corps of Engineers Section 219 account.  Funding would be used to remove non-native exotic species from the Sweetwater Reservoir, a drinking water source in San Diego County, California.  This project deserves federal funding because it has been authorized by Congress under P.L. 110-114.  The entity to receive funding for this project is the Sweetwater Authority located at: 505 Garrett Avenue, Chula Vista, CA 91910.

I am requesting $900,000 under the EPA STAG account for the Sweetwater Reservoir Riparian Habitat Restoration project.  Funding would be used to restore and stabilize the riparian area in the upper, largely wetland portion of Sweetwater Reservoir.  This project deserves federal funding because the area is covered by an existing federal and state agreement under the Sweetwater Reservoir Habitat Management Program.  The entity to receive funding for this project is the Sweetwater Authority, located at: 505 Garrett Avenue, Chula Vista, CA 91910.

Project Location: Brawley, CA

I am requesting $340,000 under the Agriculture Research Service (ARS) account to continue research at the Water Management Research Laboratory in Brawley, California. Funding will be used to continue experiments on water management, irrigation techniques, soil salinity, crop production, plant breeding and integrated pest management on arid saline lands present in the Imperial Valley. This research project deserves federal funding because it fills a critical need for water research for agriculture in a high salinity area where farming and ranching are paramount industries in the economy.  The entity to receive funding for this project is the USDA-ARS Water Management Research Laboratory, located at 4151 Highway 86, Brawley, CA 92227.

I am requesting $1.4 million under the U.S. Army Corps of Engineers for the Brawley Colonia Water District.  Funding would be used to construct water infrastructure to improve water quality in the Brawley Colonia Water District, Imperial County, California.  This project deserves federal funding because it has been authorized by Congress under P.L. 110-114.  The entity to receive funding for this project is the U.S. Army Corps of Engineers, Los Angeles District, located at: 915 Wilshire Boulevard, Suite 980, Los Angeles, CA 90017.

I am requesting $500,000 under FEMA for the Brawley Emergency Operations Center.  Funding would be used to install state-of-the-art technology and equipment for an interoperable, secure Emergency Operations Center.  This project deserves federal funding because it is critical that we provide our communities with tools they need to combat increasing gang and criminal activities along the U.S./Mexico border.  The entity to receive funding for this project is the City of Brawley, located at: 383 Main Street, Brawley, CA 92227.

I am requesting $2 million under the Environmental Protection Agency’s (EPA) State and Tribal Assistance Grant (STAG) account for the Brawley Southwest Area Water Infrastructure Project.  Funding would be used to upgrade the existing water system to accommodate economic growth in the community.  This project deserves federal funding because it is critical that we help developing rural communities create jobs and provide necessary services.  The entity to receive funding for this project is the City of Brawley, located at: 383 Main Street, Brawley, CA 92227.

I am requesting $1 million under the FHWA TCSP account for the Brawley Street Rehabilitation project.  Funding would be used for planning, design and construction of several major and arterial streets in the City of Brawley.  This project deserves federal funding because it will improve automobile and truck traffic flow in the community.  The entity to receive funding for this project is the City of Brawley, located at: 383 Main Street, Brawley, CA 92227.

I am requesting $1.5 million under the Federal Transit Administration (FTA) Bus and Bus Facilities account for the Brawley Transfer Terminal Transit Station.  Funding for this project would be for land acquisition, design and construction of the transit terminal.  This project deserves federal funding because the city requires a downtown transit terminal to provide residents with an efficient mode of public transportation, as well as provide economic stimulus to the existing businesses in the area.  The entity to receive funding for this project is the Imperial Valley Association of Governments, located at: 940 West Main Street, Suite 208, El Centro, CA 92243.

I am requesting $10 million under the Rural Development account for the Brawley Wastewater Treatment Plant Improvements project in Brawley, California. Funding would be used to upgrade the wastewater treatment plant to secondary treatment so that the city will be in compliance with the California Regional Water Quality Control Board order to reduce the plant’s ammonia concentration by December 2010. This project deserves federal funding because it is 'shovel ready' and it is an essential government responsibility to protect the public health and ensure appropriate wastewater treatment.  The entity to receive funding for this project is the City of Brawley, located at: 383 Main Street, Brawley, CA 92227.

I am requesting $395,000 under the HRSA health care facilities account for the Clinicas de Salud del Pueblo, Inc.  Funding would be used for renovations and repairs of the Brawley, California facilities, as well as for equipment purchases.  This project deserves federal funding because of the Clinicas de Salud del Pueblo’s proven history of providing excellent health care services for the vulnerable low-income residents living in the California/Mexico border region.  The entity to receive funding for this project is the Clinicas de Salud del Pueblo, Inc., located at: 1166 K Street, Brawley, CA 92227.

Project Location: Calexico, CA

I am requesting $900,000 under the HUD EDI account for the Calexico Neighborhood House Community Center.  Funding would be used for planning, design and construction of the Community Center, which will provide meals and a place to eat for homeless persons and families, as well as a place for community gatherings.  The entity to receive funding for this project is the Calexico Neighborhood House, located at: 506 Fourth Street, Calexico, CA 92231.

I am requesting $200,000 under the HUD Economic Development Initiatives (EDI) account for the Calexico Neighborhood House Homeless Transitional Housing Project.  Funding for this project would be used for construction of five transitional units for homeless women and children.  This project deserves federal funding because of the organization’s proven history of success and the importance of providing transitional housing in Imperial County.  The entity to receive funding for this project is the Calexico Neighborhood House, located at: 506 Fourth Street, Calexico, CA 92231.

I am requesting $75,000 under the EPA Environmental Programs account for the California Center for Border and Regional Economic Studies (CCBRES) at San Diego State University--Imperial Valley Campus.  Funding would be used to support cross-border environmental research.  This project deserves federal funding because of the unique environmental challenges facing communities along the California/Mexico border.  The entity to receive funding for this project is the California Center for Border and Regional Economic Studies (CCBRES) at San Diego State University--Imperial Valley Campus, located at: 720 Heber Avenue, Calexico, CA 92231.

I am requesting $10 million under the U.S. Army Corps of Engineers General Investigations account for wastewater infrastructure, including a wastewater disinfection facility and polishing system, to improve water quality in the vicinity of Calexico, California, on the southern New River, Imperial County, California.  This project deserves federal funding because it has been authorized by Congress under P.L. 110-114.  The entity to receive funding for this project is the U.S. Army Corps of Engineers, Los Angeles District, located at: 915 Wilshire Boulevard, Suite 980, Los Angeles, CA 90017.

Project Location: Chula Vista, CA

I am requesting $398,877 under the Department of Health and Human Services Research and Demonstration account for A Women’s Wellness Center.  Funding would be used to conduct a demonstration project that will be designed and implemented to demonstrate the effectiveness of providing non-traditional alternative women’s health services to low-income, minority populations on a sliding fee scale.  This project deserves federal funding because it is critical that we explore new methods to provide quality health care to low-income, minority populations.  The entity to receive funding for this project is the A Women's Wellness Center, located at: 261 Church Avenue, Chula Vista, CA 91910.

I am requesting $400,000 under the Byrne/JAG program for the California Western Street Law project.  Funding for the project will be used to teach students at Palomar, Chula Vista, and Hill Top High Schools the basics about areas of the law that they will be able to use in their everyday lives, such as landlord-tenant disputes.  The project deserves federal funding because it gives students a real life legal education that they can use for the rest of their lives and is proven to reduce juvenile crime among students who participate.  The entity to receive funding for this project is the California Western School of Law, located at: 225 Cedar Street, San Diego, CA 92101.

I am requesting $3 million under the U.S. Fish and Wildlife Service Land Acquisitions account to purchase the Chula Vista Nature Center.  Funding would be used for FWS to acquire the center, which the City could then continue to operate.  This project deserves federal funding because it would allow the Chula Vista Nature Center to continue as the premier environmental educational facility and visitor center in the San Diego Bay area.  The entity to receive funding for this project is the City of Chula Vista, located at: 276 Fourth Avenue, Chula Vista, CA 91910.

I am requesting $500,000 under the Federal Highway Administration (FHWA) Federal Land Highways account for the Chula Vista Nature Center Road re-pavement project.  Funding would be used to install a new water line and resurface the existing federally-owned road.  This project deserves federal funding because the Chula Vista Nature Center road is on federally-owned property and serves as the only access road to the National Wildlife Refuge Field Office.  The entity to receive funding for this project is the City of Chula Vista, located at: 276 Fourth Avenue, Chula Vista, CA 91910.

I am requesting $500,000 under the EPA STAG account for a Domestic Water Line for Chula Vista Nature Center.  Funding would be used to install a new underground water line and resurface the access road, which traverses a portion of the Sweetwater Marsh National Wildlife Refuge.  This project deserves funding because of the importance of continued water access for animals, plants, restrooms, drinking fountains and sanitation services at the Nature Center.  The entity to receive funding for this project is the City of Chula Vista, located at: 276 Fourth Avenue, Chula Vista, CA 91910.

I am requesting $2 million under the HUD EDI account for the South Bay YMCA Eucalyptus Park Project.  Funding would be used to create affordable housing opportunities with wrap around recreational and health and wellness programs provided by the YMCA, along with revitalizing an urban park.  This project deserves federal funding because it is critical that we provide quality, affordable housing opportunities in Chula Vista, California.  The entity to receive funding for this project is the South Bay YMCA, located at: 1201 Paseo Magda, Chula Vista, CA 91910.

I am requesting $50,000 under the FIE account for Sweetwater Union High School District Mariachi in the School’s program.  Funding would be used to fund teacher training and recruitment and enhance mariachi music and ballet folklorico education for the largely Hispanic students in the Sweetwater Union High School District.  This project deserves federal funding because it is critically important that we promote arts education as part of a well-rounded high school program.  The entity to receive funding for this project is the Sweetwater Union High School District, located at: 1130 Fifth Avenue, Chula Vista, CA 91911.

I am requesting $1 million under the Department of Labor (DOL) Employment Training account for the Turning the Hearts Center in Chula Vista, California.  Funding would be used for the ‘Going Green Is Good’ Start-Up Initiative, which will educate and employ inner-city young adults ages 18-21 and teach them to value green businesses and lifestyles as a viable and profitable means of financial stability and prosperity.  This project deserves federal funding because it is critical that we educate and train young people for the 21st Century green economy.  The entity to receive funding for this project is the Turning the Hearts Center, located at: 345 5th Avenue, Chula Vista, CA 91910.

I am requesting $500,000 under the Juvenile Justice account for the Turning the Hearts Center project in Chula Vista, CA.  Funding for this project would be used for organizational capacity building to enable the center to expand its core programs that empower youth, deter violence, develop leaders, and keep families together.  With over 19 youth and adult empowerment groups, this project deserves federal funding because of its proven track record at providing the necessary training and life-skills development needed for families to become self-sufficient.  The entity to receive funding for this project is the Turning the Hearts Center, located at: 345 5th Avenue, Chula Vista, CA 91910.

I am requesting $10.6 million under the Department of Energy Office of Science account for the University Park and Research Center in Chula Vista, CA.  Funding will be used for design and construction of the proposed University Park and Research Center, a partnership with the National Energy Center, Southwestern College, the City of Chula Vista, and other private partners.  This project deserves federal funding because we must promote education, research, and development of alternative energy resources in southern California.  The entity to receive funding for this project is the City of Chula Vista, located at: 276 Fourth Avenue, Chula Vista, CA 91910.

Project Location: El Centro, CA

I am requesting $400,000 under the COPS Technology account for the City of El Centro Police Department Mobile Command Center.  Funding for the project will help the City of El Centro purchase a mobile command vehicle for use at high risk incidents and for mutual aid calls from other Imperial County law enforcement agencies.  This project deserves federal funding because it would ensure officers a safe, efficient and effective location to plan and coordinate response to homeland security threats, natural disasters, and other criminal activities.  The entity to receive funding for this project is the City of El Centro, located at: 1275 West Main Street, El Centro, CA 92243.

I am requesting $7.5 million under the Federal Emergency Management Agency (FEMA) for the City of El Centro Emergency Operations Center. Funding would be used for construction of the facility, which is located in Imperial County. This project deserves federal funding because it is critical that we provide our communities with tools they need to combat increasing gang and criminal activities along the U.S./Mexico border.  The entity to receive funding for this project is the City of El Centro, located at: 1275 West Main Street, El Centro, CA 92243.

I am requesting $1 million under the HUD EDI account for the El Cento Fire Station Park.  Funding would be used to develop the city’s third firefighter themed park.  This project deserves federal funding because it is critically important that we provide young people in our community with safe, healthy recreational opportunities and to provide for community development in Imperial County.  The entity to receive funding for this project is the City of El Centro, located at: 1275 West Main Street, El Centro, CA 92243.

I am requesting $2 million under the HUD EDI account for the El Centro Skate Park.  Funding would be used for planning, design and construction of the skate park.  This project deserves federal funding because it is critically important that we provide young people in our community with safe, healthy recreational opportunities and provide for community development in Imperial County.  The entity to receive funding for this project is the City of El Centro, located at: 1275 West Main Street, El Centro, CA 92243.

I am requesting $500,000 under the Small Business Administration for the Imperial Valley Small Business Development Center.  Funding would be used to provide technical assistance and education to help develop small business opportunities throughout Imperial County.  This project deserves federal funding because the region has the highest unemployment rate in the United States and the federal government must help the region develop small business and jobs!  The entity to receive funding for this project is the Imperial Valley Small Business Development Center, located at: 301 N. Imperial Avenue, Suite B, El Centro, CA 92243.

I am requesting $2 million under the EPA STAG account for the City of Imperial’s College Water and Sewer Lines project.  Funding would be used to upgrade and extend existing water and sewer lines.  This project deserves federal funding because it would allow Imperial Valley College to continue to move forward with construction of a new science building and additional facilities to accommodate the growth in student enrollment, as well as encourage private economic development.  The entity to receive funding for this project is the City of Imperial, located at: 420 South Imperial Avenue, Imperial, CA 92251.

I am requesting $1 million for the City of Imperial Downtown Transit Park.  Funding for this project would be used for planning, design and construction of a transit park in downtown Imperial, California.  This project deserves federal funding because the city requires a downtown transit terminal to provide residents with an efficient mode of public transportation, as well as provide economic stimulus to the existing businesses in the area.  Imperial Valley Association of Governments, located at: 940 West Main Street, Suite 208, El Centro, CA 92243.

I am requesting $500,000 under the HUD EDI account for the City of Imperial Regional Events Center.  This project deserves federal funding because we must provide for community and economic development in Imperial County and the site can be used as a secure housing and training facility for the U.S. Border Patrol mounted patrol unit used for homeland security efforts along the California/Mexico border.  The entity to receive funding for this project is the City of Imperial, located at: 420 South Imperial Avenue, Imperial, CA 92251.

I am requesting $1.6 million under the Funding for the Improvement of Post-Secondary Education (FIPSE) account for the Imperial Valley College Language Institute.  Funding would be used to prepare non-English speaking students for the workforce through a comprehensive and intensive English development program.  This project deserves federal funding because of the Institute’s proven track-record of success and the critical need for English language instruction to prepare a 21st Century workforce in the region.  The entity to receive funding for this project is the Imperial Valley College Language Institute, located at: 380 E. Aten Road, Imperial, CA 92251.

I am requesting $4 million under the Rural Development account for the Keystone Regional Water Reclamation Facility and Wastewater Collection System in the City of Imperial, California. I am also requesting the committee include a legislative waiver to ensure that the City of Imperial can apply for Rural Development grant programs in FY2010. Funding for the project will be used to construct the facility which will provide essential centralized wastewater treatment and quality water reclamation services to industrial, mixed-use, residential, recreational and educational facilities. The project deserves federal funding because it is 'shovel ready' and is estimated to be able to create approximately 3000 jobs in a region that has the highest unemployment rate in the nation.  The entity to receive funding for this project is the City of Imperial, located at: 420 South Imperial Avenue, Imperial, CA 92251.

I am requesting $900,000 under the FHWA TCSP account for the 8th Street Traffic Calming and Streetscape Enhancements project in National City, California.  Funding would be used to reconstruct 8th Street from National City Boulevard to ‘D’ Avenue to make the road more safe and pedestrian-friendly.  This project deserves federal funding because we must encourage biking and walking as safe, healthy, and environmentally-friendly alternatives to automobile travel.  The entity to receive funding for this project is the City of National City, located at: 1243 National City Boulevard, National City, CA 91950.

I am requesting $1 million under the NPS SAT account for the Granger Music Hall Relocation and Restoration Project.  Funding would be used to relocate and restore Granger Hall, which is listed on the National Register of Historic Places, within a five-acre Heritage Park.  This project deserves federal funding because it is critical that we preserve and improve access to our nation’s historic sites.  The entity to receive funding for this project is the City of National City, located at: 1243 National City Boulevard, National City, CA 91950.

I am requesting $99,376 under the Byrne/JAG account for the Homeless Outreach Program and Enforcement (HOPE) project.  Funding would be used to create a city-wide task force to address homeless issues, fund a full-time social service worker, and fund a part-time Psychological Emergency Response Team clinician.  This project deserves federal funding because it would enable National City to address the influx in homeless persons, particularly trans-border migrants and their families, as well as help low-income families.  The entity to receive funding for this project is the City of National City, located at: 1243 National City Boulevard, National City, CA 91950.

I am requesting $100,000 under the HUD EDI account for the National City Sports Field Lighting Project.  Funding would be used to install automated lighting control systems at City ball fields located at Kimball Park, Las Palmas Park and El Toyon Park.  This project deserves federal funding because it is critically important that we provide young people in our community with safe, healthy recreational opportunities and to provide for community development in Imperial County.  The entity to receive funding for this project is the City of National City, located at: 1243 National City Boulevard, National City, CA 91950.

I am requesting $700,000 under the HUD EDI account for the Paradise Creek Educational Park in National City, California.  Funding would be used to create 3/5ths of an acre of wetlands habitat for recreational, educational and interpretive purposes.   This project deserves federal funding because it is critically important that we provide young people in our community with safe, healthy recreational opportunities and to provide for community development in Imperial County.  The entity to receive funding for this project is the City of National City, located at: 1243 National City Boulevard, National City, CA 91950.

I am requesting $200,000 under the Department of Energy Office of Science account for the Southwestern College Medical Laboratory in National City, CA.  Funding would be used to purchase essential laboratory equipment for the Southwestern College Medical Laboratory Technician (MLT) program.  This request deserves federal funding because southern California faces a severe labor shortage of clinical laboratory testing personnel, and there are currently no approved MLT programs in the region.  The entity to receive funding for this project is the Southwestern College, located at: 880 National City Boulevard, National City, CA 91950.

I am requesting $232,624 under the Substance Abuse and Mental Health Services Administration (SAMHSA) Mental Health account for the American Combat Veterans of War.  Funding would be used provide mental health services to returning war veterans to help them deal with combat stress, post-traumatic stress disorder (PTSD) and other mental health issues associated with returning home.  This project deserves federal funding because the federal government has an obligation to provide quality support services to our active-duty and retired service members.  The entity to receive funding for this project is the American Combat Veterans of War, located at: 3350 La Jolla Village Drive, Room 1580, San Diego, CA 92161.

I am requesting $744,900 under the DOL Employment Training account for the Barrio Logan Green Jobs Training Center.  Funding for this project would be used by the Mission of Heartland Coalition to provide green job training services to low-income resident of San Diego.  This project deserves federal funding because it is critical that we educate and train our workforce for the 21st Century green economy.  The entity to receive funding for this project is the Heartland Coalition; dba United GREEN, located at: 1235 Shafter Street, San Diego, CA 92106.

I am requesting $400,000 under the Byrne/JAG program for the California Western Community Law Clinic at Baker Elementary School.  Funding for this project will be used to provide medical and legal services to under-served populations, including indigent individuals, immigrants, low-income families, senior citizens, disabled individuals, and homeless persons.  This project deserves federal funding because of its proven success at helping clients with services, such as helping women seek protective orders in abusive relationships, seeking child custody or child support, and filling out legal forms required for government services.  The entity to receive funding for this project is the California Western School of Law, located at: 225 Cedar Street, San Diego, CA 92101.

I am requesting $350,000 under the DOL Employment Training account for the Center for Employment Training.  Funding would be used to provide green job training services to dislocated workers and ex-offenders.  This project deserves federal funding because it is critical that we educate and train our workforce for the 21st Century green economy and that we provide a new chance at life for ex-offenders by reducing recidivism.  The entity to receive funding for this project is the Center for Employment Training, located at: 4153 Market Street, San Diego, San Diego, CA 92102.

I am requesting $3 million under the Fund for Improvement of Education (FIE) account for the Parent Institute for Quality Education (PIQE).  Funding would be used for PIQE’s Nine-Week Parent Involvement in Education Program, designed to help and inspire parents to become an integral part of their children’s education.  This project deserves federal funding because of PIQE’s proven history of success and the overwhelming evidence that parent involvement is imperative to ensure academic success.  The entity to receive funding for this project is the Parent Institute for Quality Education (PIQE), located at: 4010 Morena Blvd., Suite 200, San Diego, CA 92117.

I am requesting $350,000 under the IMLS account for the San Diego Historical Society.  Funding would be used for creation of a major traveling exhibition on the rich history and culture of San Diego’s Indian tribes.  This project deserves federal funding because it is important for us to strengthen understanding of local Indian culture.  The entity to receive funding for this project is the San Diego Historical Society, located at: 1649 El Prado, Suite 3, San Diego, CA 92101.

I am requesting $900,000 under the Byrne/JAG program for the Second Chance Prisoner Reentry Employment Program.  Funding for this project will be used to provide job readiness training, employment placement, affordable housing, mental health counseling, and life skills for homeless and unemployed ex-offenders.  This project deserves federal funding because of its proven history and success at reducing recidivism and crime.  The entity to receive funding for this project is the San Diego Second Chance Program, located at: 6145 Imperial Avenue, San Diego, CA 92114.

I am requesting $25,000 under the Institute for Museum and Library Studies (IMLS) account for the Skyline Hills Branch Library in San Diego, California.  Funding would be used to acquire books, upgrade computers and technology, and establish education and outreach programs.  This project deserves federal funding because it is critical that we upgrade the Skyline Hills Branch Library to ensure children in the community have access to the latest information and technology.  The entity to receive funding for this project is the City of San Diego, located at: 202 C Street, San Diego, CA 92101.

Project Location: Westmorland, CA

I am requesting $1.18 million under the FHWA TCSP account for the North Center Street Improvements project in Westmorland, California.  Funding for this project would be used to repave North Center Street, complete missing gaps of curb, gutter, and sidewalks, and install new traffic signals at the intersection with SR78/86 and install a landscaped median.  This project deserves federal funding because it will improve automobile and truck traffic flow, as well as provide safe sidewalks for pedestrians and bicyclists and encourage biking and walking as safe, healthy, and environmentally-friendly alternatives to automobile travel.  The entity to receive funding for this project is the City of Westmorland, located at: 355 South Center Street, Westmorland, CA 92281.

Department of Defense Funding Requests

I am requesting $941 million for the Department of the Navy’s T-AKE Dry Cargo/Ammunition Shipbuilding Program.  The President’s FY2010 budget request is expected to request funds for the final two ships (T-AKE 13 and 14) in the 14-ship T-AKE program, which will supply forward deployed forces with ammunition, spare parts, food, fuel and other provisions at sea.  The project deserves federal funding because the T-AKE ships are a critical component of the Department of Navy’s Combat Logistics Force and the program has achieved dramatic reductions in the cost and time required to deliver these ships.  The entity to receive funding for this project is the Department of the Navy, located at: The Pentagon, Washington, DC 20350.

I am requesting $9.5 million for the Department of the Navy’s Shipboard Information Warfare Exploit Systems (AN/USQ-167 COMSEC Upgrade).  Funding would be used to procure communications data link (CDL) systems that enable Navy commanders to receive intelligence, reconnaissance, and surveillance data from airborne manned and unmanned sensors.  This project deserves federal funding because it will allow battle group commanders to protect Navy ships and deploy strike assets with maximum effectiveness.  The entity to receive funding for this project is Cubic Corporation, located at: 9333 Balboa Avenue, San Diego, CA 92123.

I am requesting $2.924 million for Electromagnetic Geolocation. Funding would enable the completion within one year of a multi-year project sponsored by the Army Research Laboratory, which will lead to highly sensitive sensing system for detecting underground activities from manned and unmanned aircraft. This project deserves federal funding because it will greatly enhance response time and precision of our military and homeland security forces to enemy forces and drug-trafficking.  The entity to receive funding for this project is the U.S. Department of the Army, located at: The Pentagon, Washington, DC 20310.

I am requesting $10 million for the Naval Health Research Center’s Vitamin D Deficiency: Research, Education and Prevention Program for Veterans.  Funding for this project will support research, education and prevention into Vitamin D deficiency, which has been linked with increased incidence of breast cancer, colon cancer, type I diabetes, hypertension and myocardial infarction.  This project deserves federal funding because of the strong potential that Vitamin D adequacy will significantly reduce health care costs for veterans.  The entity to receive funding for this project is the Naval Health Research Center, located at: 140 Sylvester Road, Code 02, San Diego, CA 92106.

I am requesting $1.5 million for the San Diego State University Post Traumatic Stress Disorder (PTSD) Attention Modification Program for Veterans.  Funding would support additional research to confirm the efficacy of using software-based Attention Modification Program (AMP) to treat PTSD in veterans.  This project deserves federal funding because of its potential to provide a cost effective, side-effect free, non-intrusive treatment of one of the largest health concerns ever faced by the Department of Defense and the Veterans Administration.  The entity to receive funding for this project is the San Diego State University, located at: 5250 Campanile Drive, San Diego, CA 92182.

I have requested a programmatic transfer of $60 million from the Department of Defense to the Department of Transportation Maritime Administration (MARAD) Title XI Ship Loan Guarantee Program.  Funding would be used to provide US-flag ship owners and operators access to affordable commercial financing for the construction in US shipyards of US-flag merchant ships.  This project deserves federal funding because ships constructed with Title XI loan guarantees are available to supplement the Navy in times of crisis, the project will also help sustain the defense-critical shipbuilding industrial base and the project will reduce costs of US Navy ships built in the same shipyard through reduction in overhead costs.  The entity to receive funding for this project is the Department of Transportation Maritime Administration, located at: 1200 New Jersey Avenue SE, Washington, DC 20590.

I have requested the following DOD Authorization bill language:  The Department of the Navy shall not convert to contractor performance the bulk fuel storage and distribution services performed by civilian employees at Marine Corps Air Station, Miramar, CA, pursuant to OMB Circular A-76 solicitation N62467-06-R-0080.
