In light of the attacks
on 9-11 and other attacks that have since occurred
around the world, securing American's transportation
systems is an issue of vital importance. Bob
has long recognized this problem and is a principal
advocate of legislation that would strengthen the
protection of our nation's railroads. Bob also
recently joined his colleagues in passing the SAFE
Port Act, which will provide the Department of
Homeland Security (DHS) and the Coast Guard with the
tools to develop and put into action a plan to
minimize the chances of a terrorist attack on ports
in San Diego and around the country.
Bob appreciates the unique nature of the threats--at home in the border communities of
the California 51st District. He has long advocated
for DHS to improve protection of the border and
provide the ports with adequate resources to prevent
the illegal entry of foreign nationals. Bob has also
fought for funding to create and improve the SENTRI
lanes at border crossings, making it easier for
border patrol officers to monitor those crossing
into California on a regular basis.
Further, Bob was at
the forefront of the nationwide struggle to
improve DHS’ Urban Area Security Initiative (UASI)
grant program. Due to faults with this program,
San Diego was in line to loose nearly all of its
federal funding to fight against the threat of
terrorism. However, Bob’s year-long effort
finally caused DHS to understand the important
role San Diego plays in the war on terror,
leading the city to retain vital security
funding that helps protect the people of San
Diego County.
In the 110th Congress, Bob continues the ever
vigilant fight to defend our homeland.
