Transportation Requests

To offer more opportunity for public scrutiny of Member requests, Republican Members of Congress are required to post on their web sites information on requests to fund Transportation projects in their district from the surface transportation reauthorization bill (Safetea-LU) with the proposed recipient, the amount of the request, and an explanation of the request, including purpose, and why it is an appropriate use of taxpayer funds.

Following are my Safetea-LU requests:

City of Thousand Oaks—23/101 Freeway Interchange Project—$30 million

The project proposes to widen the U.S.101 Freeway and State Route 23 Interchange from the Los Angeles/Ventura County line to Moorpark Road (U.S. 101) and Hillcrest Drive (State Route 23). The proposed improvements include the extension of existing auxiliary lanes in both directions, conversion of auxiliary lanes to mixed-flow lanes, addition of a northbound lane, realignment and widening of ramps at the interchange, the construction of soundwalls and retaining walls, and the installation of an Intelligent Transportation System. The improvements are necessary to relieve congestion along U.S. 101 and State Route 23 in the City of Thousand Oaks. In addition, the project will improve transportation safety, enhance air quality, mitigate noise pollution, generate economic benefits, facilitate the flow of truck-borne commodities, improve interstate travel and enhance the overall regional transportation system.

Southern California Regional Rail Authority—Metrolink Positive Train Control Project—$4 million

Positive Train Control (PTC) is a predictive collision avoidance technology system designed to stop a train before an accident occurs. The Southern California Regional Rail Authority (SCRRA) is developing an accelerated strategy to have this critical safety enhancement operational on all Metrolink train equipment by 2012, in conjunction with the Burlington Northern Santa Fe and Union Pacific railroads’ goal to complete the installation of wayside PTC equipment along their rights-of-way in Southern California by 2012. PL 110-432, the Rail Safety Improvement Act of 2008 passed by Congress and signed by the President in October 2008, requires the implementation of Positive Train Control on railroads nationwide by 2015. The Positive Train Control project includes planning, research, design, engineering and development of the PTC control system; development and construction of a new train control dispatch system and center; purchase, installation and warranty of component parts along the rail right-of-way, on the rolling stock and at dispatch facilities; and implementation, training and testing of system elements and full system operations.

County of Santa Barbara—Clark Avenue Improvement in Santa Barbara County, California—$2.56 million

This project includes the planning, designing and engineering of circulation improvements on Clark Avenue between Marcum and State Route 135. Specifically, project elements consist of environmental reviews and acquisition of right-of-way, and the construction of sidewalk, roadway and drainage improvements. The improvements at Clark Avenue will improve the circulation of vehicle and pedestrian traffic. It will also provide for walking areas that are separated from the road and allow for traffic calming and parking that is closer to local businesses.

City of Simi Valley—118 Freeway/Madera Road Interchange Widening Project—$2 million

This project involves the design and construction of a High Occupancy Vehicle (HOV) lane on an existing single-lane on-ramp to State Route 118 from Madera Road, the widening of the on-ramp to State standards, and modifying the ramp meter signal, signing and striping. In addition, the existing overpass will be widened to accept the new on-ramp alignment. State Route 118 serves as the primary east-west regional freeway in Ventura County, providing access to Los Angeles County, for the cities of Simi Valley, Moorpark, Thousand Oaks, Camarillo and Oxnard. The interchange at the 118 Freeway and Madera Road is a major access point for more than 10,000 workers daily. The traffic congestion at the interchanges is hindering commercial activity and business expansion in the nearby area.

County of Santa Barbara—Union Valley Parkway/Bradley Road Intersection Upgrade—$1.976 million

This project involves the expansion of the Union Valley Parkway and Bradley Road intersection in Orcutt, California, to four lanes plus turning lanes, the construction of Class II bike lanes on the Union Valley Parkway, the installation of a traffic signal system utilizing video vehicle detection, the construction of a right-turn lane on northbound Bradley Road, and the installation of ADA compliant curb ramps on each corner. The project will improve channelization, including turn lanes and bike lanes and signalization of the intersection. This will decrease the potential for accidents involving turning vehicles while also improving mobility through the intersection.
