| ... programs. when americans are tightening their belts, shouldn't the government be at least trying to balance its books? the chair: the gentleman's time has expired. the gentleman from virginia. mr. scott: madam chair, i yield two minutes to the gentlelady from wisconsin, a member of the budget committee, ms. moore. the chair: the gentlewoman from wisconsin is recognized for two minutes. ms. moore: and thank you, the gentleman from virginia. madam speaker, i rise in favor of the congressional black caucus alternative budget. the c.b.c. budget builds on the essential investments made by the president and the democratic resolution. both these budgets represent the same important priorities, investing in education, health care, energy independence and veterans. investments, the c.b.c. budget unashamededly repeals the 2001 and 2003 trickle-down society on your own tax cuts that benefited the wealthiest americans and put those savings towards strategic investments in ordinary americans. in times of recession, the most fortunate must do more to contribute to the common good and to reduce the raging deficit. the c.b.c.'s budget increases funding for international affairs, which pays for critical lifesaving assistance, such as hiv-aids, t.b., malaria. secretary clinton has said, hunger, poverty, desperation and chaos are our greatest enemies abroad. it increases funding for veterans' benefits, weatheration, renewable energy programs and invests in clean energy technology. the c.b.c. budget funding increases funding for education, which will go towards programs like title i, pell grants, trio and early education programs. it's important that we give our young people an opportunity to succeed and the c.b.c. budget does this. last night, i emphasized that the spread of inequality is astounding and more people are forced to take minimum-wage jobs and more people receiving government assistance and more people falling into poverty. this week, 600,000 people filed for unemployment compensation and the c.b.c. budget does not ignore this. mr. scott: i yield 30 seconds. the chair: the gentlewoman is recognized for 30 seconds. ms. moore: the form of law which i propose would be as follows, an estate which is desirous of being saved from the greatest of all playings, not faction, but rather distraction, there should exist among the citizens neither extreme poverty nor again excessive wealth, for both are productive of great evil, now the legislators should determine ... |
