HARMAN PARTICIPATES IN BROOKINGS HOMELAND SECURITY FORUM,
COMMENTS ON NEW STUDY
--"The Administration is still in search of a
Homeland Security strategy.
Brookings has a strategy but is in search of an Administration.--
WASHINGTON D.C. - Rep. Harman, today participated in a forum at
the Brookings Institution
where a comprehensive report to address the challenges of homeland defense
was released.
In their lengthy study, Protecting
the American Homeland: A Preliminary Analysis, (pdf-6MB) a team
of seven Brookings Institution scholars proposed improving prevention,
increasing information sharing, and giving Tom Ridge greater authority
- all areas where Harman has been
a leading voice on Capitol Hill.
Of the report, Harman said, "It would have been better if this report
from Brookings supplemented a strategy from the Administration, but the
Administration is still in search of a Homeland Security strategy. Brookings
has a strategy but is in search of an Administration.
Until Gov. Ridge or some other Administration official proposes a strategy,
policymakers will have to continue to depend on the work of outside experts.
I agree with Brookings that we are too focused on preventing attacks like
those that already happened, while nuclear and bio terrorism threats are
potentially more lethal.
Re-fighting the last war was a mistake we made in our defense planning
in the 90s, continuing to build a Cold War military against a new set
of enemies and threats that ultimately did not look anything like the
Soviet Union."
