September 10, 2002 Statement by Congresswoman Harman

WASHINGTON, D.C. - There is credible information of possible, imminent attacks against Americans, critical infrastructure and facilities both inside the U.S. and abroad. For this reason, I believe that it was appropriate for the Bush Administration to raise the Homeland Security Advisory System level to "Orange" or "High." When the Homeland Security Advisory System was first introduced in March, we got colors. Today, we also got the missing ingredient - content. The effective and coordinated communication of the heightened threat level today shows that progress in homeland security has been made since last year. Changes in legal procedures and cooperation among our intelligence agencies are making a difference. |

This warning is also a sobering reminder of the threat that Al Qaeda continues to pose to the American people. We have more to do to eliminate what remains a dispersed, highly lethal capability.
On the anniversary of September 11, I hope that people will reflect on the strength of our country, while heeding this warning to be vigilant. It is more critical than ever that we pass the homeland security bill to create one national integrated strategy to protect America.
