Cox sponsored this legislation before his resignation, attracting 81 co-sponsors and the support of more than 40 tax and healthcare organizations. In short, the bill would correct an inequity in current law. Today, medical care purchased through an employer's insurance plan is tax free, but the same premiums and expenses are not fully deductible if paid by an individual. In effect, the Tax Code's preferential treatment of employer-provided care has curtailed individual choice and increased costs for those who don't receive employer-based coverage, including low-income earners, the unemployed, seniors, and employees of small businesses. Dear Colleague letter, FAQ, and NFIB endorsement.

These provisions, which were not part of the original VRA, encourage the linguistic division of our nation and contradict the "Melting Pot" ideal that has made the U.S. the most successful multi-ethnic nation on earth. They are a serious affront to generations of immigrants past and present that have made great sacrifices to learn English in order to become naturalized citizens.
