Rep. Maurice Hinchey's High Priority Project Requests for the Upcoming Surface Transportation Authorization Legislation

Blue Grass Lane Bicycle/Pedestrian Path (Ithaca) -- $480,000
The project will provide a safe, off-road route for pedestrians and bicyclists traveling between the Northeast residential neighborhood and Cornell University’s campus. Hanshaw Road, Warren Road and Pleasant Grove Road are heavily traveled Federal-aid highways, and the proposed bicycle/pedestrian path will provide a safe off-road route connecting all three of these roads.

Binghamton University Hybrid Buses -- $2,000,000
Purchase four hybrid buses.

Broome County Bridge Replacements $5,000,000
Replace bridges on NY201, between Binghamton University and Vestal's commercial district near Vestal Parkway. Replacement is needed to address serious pedestrian safety issues along this corridor.

Flood Control Channel Trail Bridge (Ithaca) -- $2,480,000
Design and construct a pedestrian and bicycle trail bridge over the Flood Control Channel, approximately in line with the extension of Cecil A. Malone Drive, including approaches and related items.

Harvard Road Bridge Replacement over the West Branch of the Delaware River (Hancock) -- $2,220,000
Replace current bridge, which is now closed to traffic due to unsafe conditions.

Improve Route 55 in Bethel -- $3,200,000
Realign County Road 14 (route 55), addressing existing non-standard horizontal and vertical alignments while improving sight distance, road geometry and overall highway safety.

Market Street Improvements (Poughkeepsie) -- $5,540,000
Project will convert Market Street from a one-way street to a two-way street. The number of on-street parking spaces will be more than double the existing conditions. Streetscape, street trees, benches, etc. improvements will be made on each side of the corridor.

Middletown-Orange Heritage Trail -- $700,000
Complete engineering, perform final design work and construct the urban segment of the trail from Thrall Library, located in the central downtown area, out to Ingrassia Road just past the northwest border of the City.

Newburgh-Beacon Ferry -- $2,000,000
Provide support for continuous operation of Newburgh-Beacon Ferry.

Owego Riverwalk -- $500,000
Construct a walkway along the Susquehanna River in the historic downtown commercial district of the village of Owego.

Reconstruct Portions of Stewart Avenue (Ithaca) -- $2,400,000
Design and reconstruct Stewart Avenue from and including the intersections of Campus Road to East State Street (Rt 79). Project will include rehabilitating the brick pavement, sidewalks and traffic control in the corridor approaching Cornell University.

Replace Bridge on CR 105B over Neversink River -- $2,800,000
Replace bridge over Neversink River so that it can be safe alternative to Route 55.

Road extensions around Hudson Valley Mall -- $3,000,000
Extend Frank Sottile Boulevard to connect with the new eastbound on and off ramps at NYS Route 199 to help mitigate current and future traffic problems along US Route 9 W and NYS Route 199/U.S. Route 209, and sustain the planned economic development and commercial expansion in the area.

Road Safety and Signage improvements to the traffic light intersection at NYS Route 17B and NYS Route 55 East (Bethel Woods) -- $5,000,000
Improve NYS Route 17B and related arterials and related improvements to upgrade and improve traffic flow and traffic safety around Bethel Woods Performing Arts Center.

SUNY New Paltz Sidewalk Improvements -- $2,000,000
Traffic reduction measures on Route 32, including landscaped medians and enhanced curbs; new sidewalk along Route 32 near main campus entrance; and pedestrian access improvements at intersection of Route 32 and Plattekill.

Tompkins County Purchase Hybrid Buses -- $4,200,000
Purchase seven hybrid buses.

Upgrades to Lower Broadway (Monticello) -- $3,760,000
The project entails roadway reconstruction, drainage improvements, access control, addition of a bi-directional turning lane, signage improvements, signal replacement and ROW acquisition.

Uptown Kingston Stockade Improvements -- $3,500,000
Street and traffic improvements, including street redirection, sidewalk upgrades, improved traffic signals, and enhanced crosswalks.

Walden Branch Line - Phase II Passenger Rail Feasibility Study -- $950,000
Phase 2 feasibility study to examine commuter rail service from MTA Port Jervis stop to two of Orange County’s largest Villages (Walden and Montgomery) .

Walden-Wallkill Rail Trail Pedestrian Bridge -- $600,000
Construction of a new 122-foot span pedestrian/bicycle bridge [using existing abutments] over NYS Route 52 and the clearing of a 100 foot section of right-of-way between the proposed bridge and the recently completed Walden-Wallkill Rail Trail.
