Fourteen miles of new border fencing are being constructed along the border between Otay Mesa and the Pacific Ocean. The original border fence (seen in the background) has been highly effective here and elsewhere in California in stopping smugglers from driving across the border with narcotics and illegal immigrants.

The new fencing (under construction to the left of the Border Patrol vehicle) will prevent "backpackers" from carrying drugs into the U.S. and stop illegal immigration --- as no one has been able to climb the new fencing.
