WASHINGTON, D.C. -- Joint Economic Committee (JEC) Chairman Jim Saxton (R-N.J.) has scheduled a hearing, "Terrorism and Intelligence Operations," for May 20, 1998. In a previous JEC hearing on a related issue, Saxton focused on allegations that a classified Pentagon report concluded that scientists from two companies, Loral Space and Communications and Hughes Electronics, had turned over information that significantly improved the reliability of China's nuclear missiles.
"As we have seen in the past few weeks, technology transfer and security issues dominate the relationship between China and United States," Saxton said. "In addition, the threat from biological weapons and radio frequency devices continues to be of great concern to our military leaders and Congress. I welcome the expertise and valuable experience of our witnesses as they offer their insights on these important issues."
- Victor I. Sheymov, former KGB Eighth Chief Directorate, will provide new information about Russian radio frequency (RF) technology. Sheymov defected to the United States for ideological reasons in 1980 and continued to work with the National Security Agency on RF protection systems as a consultant. He is president of ComShield Corporation, where he designed a new generation of RF protection systems. He has written a book, Tower of Secrets.
- Kenneth Alibek, former First Deputy of the Soviet Union's Offensive Biological Warfare Program, will provide new information on how the Russian program has moved past the use of substances like Anthrax to very sophisticated agents that attack specific targets in specialized ways. He earned a medical degree in infectious diseases, a Ph.D. in microbiology, and a doctorate in industrial biotechnology. Alibek spent more than 20 years studying the production of many types of biological weapons and the treatment of mass infections. Since his defection to the United States in 1992, Alibek serves as a consultant to numerous U.S. government agencies.
- Nicholas Eftimiades, author of the first scholarly analysis on Communist Chinese intelligence, specializes in East Asia studies. He worked in the U.S. intelligence community for 14 years. His book, Chinese Intelligence Operations, has been translated into four languages. Eftimiades currently works for the Defense Intelligence Agency (DIA). He held several positions at the Central Intelligence Agency (CIA) and the counter-intelligence staff at the State Department. Eftimiades, a former naval officer, was awarded the DIA's Director's Intelligence Medal, and his monograph, China's Ministry of State Security: Coming of Age in the International Arena, was named Scholarly Work of the Year by the National Intelligence Center.
- Brian Fairchild, former staff operations officer in the CIA's Directorate of Operations, will provide detailed analysis of the current state of intelligence and insights into Communist China. Fairchild is a former GS-13 Staff Operations Officer and member of the Green Berets. He currently owns a domestic and international investigations company, Brian P. Fairchild and Associates. He maintains his U.S. Government Secret Clearance.
