Rep. Andrews Announces Passage of the Student Aid and Fiscal Responsibility Act

Washington, DC – On Thursday, the House passed H.R. 3221, the Student Aid and Fiscal Responsibility Act that will build a stronger and more competitive America by providing funds for Americans to attend college at a cost savings to taxpayers.  This landmark legislation represents the single largest action in U.S. history designed to provide aid for students and families to pay for college. 

The bill streamlines the federal student loan system to save $87 billion, reinvesting $77 billion back into grant and loan programs to make higher education more affordable, and returning $10 billion to reduce our deficit.  Among the key provisions, H.R. 3221 increases the maximum federal Pell Grant from $5,350 in 2009 to $5,550 in 2010, and $6,900 by 2019, as well as keeping interest rates low on federal subsidized loans to help students achieve their goals in higher education.

The bill help keep the country competitive by building a foundation for the 21st Century workforce while making college more accessible for all Americans.  By creating a new competitive grant application the bill encourages community college instruction improvement through historic and innovative partnerships between these institutions, states, businesses, job training, and adult education programs. 

The bill’s long term objectives will ensure both educational excellence and cost savings for primary education in the country.  Through funding for early learning programs, young children will receive the skills they need to succeed in school.  Local school districts will receive funding for modernization, renovation, and repair projects to make the learning environment both more energy efficient and safer.
