Supports authorization of an alternatives analysis that would be used to consider high-capacity transit options for the Tualatin Valley Highway corridor between Hillsboro to Forest Grove, spanning a distance of approximately six miles. Pacific University and the historic town center of Forest Grove are major trip destinations in the Portland region, but suffer because they are located on the edge of the metropolitan region and inaccessibile by high-speed highway or transit facilities. Extension of the MAX light-rail system from Hillsboro or another high-capacity transit connection to be studied in this alternatives analysis would help improve the economic vitality of these communities, reduce the demand for travel on Tualatin Valley Highway (an at-grade state highway with numerous intersections), and support state and regional goals for more compact and walkable communities with multiple transportation options. Alternatives for consideration include commuter rail, streetcar, express bus, bus-rapid transit, and extending MAX light-rail transit.
