Funds design, preliminary engineering, and construction of trails and bikeways, including bike and pedestrian bridges and connections to public transit and local on-street bike lanes, within the Portland metropolitan region.  Other elements of the project include bike parking, bike signals, signage, crossings, lighting, and educational efforts.  This project aims to increase the biking mode share of transportation to 25 percent in the City of Portland and 8.5 percent in the region within the next 15 years.  This investment in trails and bikeways would provide a high return for taxpayers and would address many pressing issues today, including volatile gas prices, increased congestion, climate change, rising levels of physical inactivity, and constrained personal and public budgets.
