Washington, D.C. - Today the House Judiciary Committee passed the Performance Rights Bill by a vote of 21 - 9. Based on a bill that Congressman Berman introduced last Congress, H.R. 848 would finally allow artists, musicians and copyright owners the ability to receive compensation for the music that is played by broadcasters over the radio. For years, radio broadcasters have had an exemption from paying any royalties to performers of music, while satellite and internet broadcasters have had to pay. This bill begins to provide parity for the varying platforms by requiring that all types of broadcasters pay. Perhaps, most importantly, the bill provides for accommodations for all stations that are non-commercial and small stations to ensure the viability of radio.
