$10.55 million - Florida Counterdrug Program in fiscal year 2011. The entity to receive funding for this project is Florida National Guard, located at 82 Marine Street, St. Augustine, FL 32804. The funding would be used for The Florida National Guard is the foremost Counterdrug Program in the nation. This funding will sustain its current capability to support our law enforcement and community-based program partners in defending the citizens of our Nation and State against the scourge of illegal drugs.
Take Stock in Children, College Scholarship Program, $650,000 Take Stock in Children will enhance its mentoring, college access, and scholarships program, with innovative technology and rigorous case management to serve 15,000 low-income, at-risk children. Its public/private model has a proven 92% success rate in graduating students from high school and an 81% college enrollment rate.
$9.962 million - Warrior Support Complex – Phase I in fiscal year 2011. The entity to receive funding for this project is Florida National Guard , located at 82 Marine Street, St. Augustine, FL 32804. The funding would be used for the construction of Phase I of a multi-phased project for a Brigade Training Complex. The new facility will allow Brigade size element to train at Camp Blanding Joint Training Center (CBJTC). The facility will provide modern efficient facilities that will enhance the readiness postures of the units training at CBJTC. Phase I will consist of construction of 59,436 Square Feet of billeting, infrastructure, supporting facilities, and all necessary work required for a fully functional and useable facility. Without proper training facilities CBJTC and the FLARNG will continue to improvise with temporary facilities to accommodate Brigade size elements using valuable OPTEMPO funds; or will have to mobilize to locations several hundred miles loosing precious training time to travel. The Training Site's ability to meet Brigade size elements training objectives will continue to be adversely affected due to the lack of adequate facilities.

The funding would be used for recruitment of 1 new principal investigator and 3 other junior faculty to Burnham's research facility at Lake Nona. The Florida Department of Health released data that indicated HIV/AIDS is increasing in Florida. In addition, the 12th Annual Retrovirus Conference revealed that there was an increase in HIV/AIDS among poor and substance abuse individuals, and also an increase in HIV/AIDS prevention intervention at the grassroots level in inner city Jacksonville.

Shands Jacksonville will use the requested funds to purchase equipment upgrades to maintain the expert quality of care for its adult/pediatric critical care services, including services essential to its JCAHO Accredited Stroke and State Accredited Trauma Services and to serving the many Medicaid babies born at its facility.

$2.7 million - Tele-Neuropathy Initiative on Neuropathic Pain in fiscal year 2011. The funding would be used to establish a tele-health initiative focused on the diagnosis and treatment of neuropathy. By using a hub-and-spoke model with video teleconferencing, "store-and-forward" and other methods, and by leveraging the extensive experience of DOD, VA and Indian Health Service Facilities with telemedicine and health information technology, federal beneficiaries and practitioners will be able to work closely with the Neuropathy Association in more effectively diagnosing, treating and providing follow-up to patients suffering from this significant disorder. Once established, the initiative can then provide a template for expansion of the network to include a wide variety of treatment facilities as well as academic centers to advance research and education in neuropathy. The initial model will be linking the Neuropathy Association in New York City; the Neuropathy Center of Excellence at the University of Florida in Shands, FL; Veterans Medical Center in Florida; Department of Defense Medical Facility in Florida.

The University Library serves the entire university community and the surrounding neighborhoods of community constituents. It has not been updated since it's constructed in 1971. Built to accommodate a campus of 2,000 students, the facility is lacking the spaces and technologies required to accommodate the needs of our 3,600, 21st Century students and our highly accomplished, research and teaching faculty. B-CU is seeking to upgrade the existing lighting, displays, archival storage, and technological infrastructure and reconfigure the interior to include a master reading room, a curriculum laboratory, two instructional technology laboratories, private study areas and small conference rooms to accommodate collaborative learning.

The long-term goal of the program will be to break the cycles of poverty that exist in the community.
Orlando, FL, Amtrak/Orlando Health Station Study, $250,000 The funding will be used commence a Rail Facility/Access Study for the station and a one-mile radius around the station. The Amtrak/Orlando Health Station is a critical station in the Regional (SunRail) and Intercity (Amtrak) passenger rail network. With the passage of the 2009 Statewide Rail Bill in Florida, more emphasis will be placed on passenger rail throughout the state, specifically in Central Florida.
$2,325,000 to convert Cellulosic waste to renewable biofuels and bioproducts at the Malvacea Research Center in fiscal year 2011. The entity to receive funding for this project is the Malvacea Research Center, located at 3499 NW 97th Blvd. Suite 15, Gainesville, Florida 32606. The requested funds will create 15-25 direct jobs and provide contracts to local firms for additional 20+ indirect jobs. Funding this effort is an effective use of taxpayer funds as it creates jobs in the short term in the private sector in an area that is critical to our nation's energy security. Success will lead to follow-on private sector investment in a growing industry that will create more than 100 direct jobs and an equal number of indirect jobs to build a plant that will produce biofuels. Orange County has experienced a rapid increase in the number of homeless living in the woods and/or makeshift camps, an alarming number of whom are veterans. A recent study in East Orange County suggests that at least 30 percent of over 500 homeless people in the camps are veterans. This poses a number of problems for this population, who do not seek access to traditional services offered in downtown Orlando. A drop-in medical mental health center equipped with personal hygiene facilities and comprehensive case management will be the first step in a process of engaging the homeless in a plan to move toward self sufficiency.
In June 2007, The Central Florida Regional Commission on Homelessness (CFRCH) began its planning to end homelessness in ten years in the region's counties including Orange, Seminole and Osceola, as well as the City of Orlando. One of the areas of planning is healthcare for the homeless, an area of serious concern for both the community at large as well as local hospital emergency rooms.
Orange County has demonstrated a local commitment to funding PCAN, and in doing so, has successfully leveraged local, state and federal funding. This leveraging equates to over $15.6 million annually in funding resources supporting this initiative. To increase available and sustainable funding, Orange County and two Disproportionate Share Hospitals have entered into an Intergovernmental Transfer agreement. Local funds have also been diverted to PCAB clinic sites, which include Federally Qualified Community Health Centers and other non-profit providers. These PCAN sites are largely provided for by government sources. Since Orange County does not have a health tax, and is not contemplating one for the future, it is able to cover approximately 30% of the costs necessary to operate the sites.

Edward Waters College proposes to build a 40,000 square foot Science and Technology Academic Complex to house its Division of Arts and Sciences. The Division is designed to serve those students that desire to achieve a liberal education in areas of human interest in numerous fields of endeavor. This state-of-the- arts facility will provide smart classrooms, lecture halls, administrative office space, conference rooms, storage space, and lounge areas for students and faculty. The facility will also contain an auditorium to seat at least 1,500 persons accommodating major scientific seminars and performing arts. The equipment will include advanced educational tools available today with provisions to accommodate new instruments of technology that will be available in the future. It will facilitate modern and novel research and laboratory techniques, expanding educational programs, improved creative instructional techniques, and enhanced computing and technology environments. It will also serve to enhance teaching, learning, living, testing, and educational atmosphere required to achieve the academic goals of Edward Waters College.

The Jacksonville Hospitality Institute (JHI) is modeled after Philadelphia's successful OIC (Opportunities Inn) program. The program focuses on job readiness, skills training, job placement, counseling, mentoring, and advanced training. JHI targets disadvantaged individuals living in the City's 32206 zip code, where unemployment exceeds 10%. The program serves 100 disadvantaged individuals annually and recruits on a first come, first placed basis.

Gainesville, FL, Depot Park Improvements, $5.0 M The City of Gainesville's Depot Park funding request is for $5 million, which will be used to complete development of the park site in 2011. The project goal consists of constructing park amenities such as bike paths, a children's play area, an interactive fountain, and educational facilities; rehabilitating the historic Gainesville Train Depot; providing parking and restrooms; enhancing stormwater treatment facilities; and creating a setting for the proposed Cade Museum, an interactive center dedicated to the spirit of inspiration, innovation, and invention.
$9,000,000 - Future Affordable Multi-Utility Materials for the Army Future Combat Systems for fiscal year 2011. The entity to receive funding for this project is Florida A&M University located at 1601 Martin Luther King, Jr. Blvd, Tallahassee, FL 32307. The Army envisions a significant role for unmanned ground and aerial vehicles (UAV) within the Future Combat Systems (FCS) fleet. This fleet will autonomously gather intelligence and carry out tactical missions on land and air. Materials that meet FCS requirements must be strong, lightweight, incorporate advanced sensors embedded within composite structure. To minimize manufacturing costs, decrease production time and maximize soldier protection and system performance, advanced process models and low cost processing technologies are being developed, validated, and implemented to monitor and adjust various critical processing parameters in real time. The funding would be used to further the development of the technologies that are critical for the Army's success in this area.

Florida A&M University (FAMU) and West Virginia of University (WVU) have relevant capabilities which will allow them to exploit these developments and accelerate scientific progress toward an affordable fusion power plant by building a new spheromak in Tallahassee, FL. The funding would be used to support plasma activities to provide the principal diagnostics for the facility.
$2,500,000 - The Center for Sustainable Energy Solutions for fiscal year 2011. The entity to receive funding for this project is Florida A&M University located at 1601 Martin Luther King, Jr. Blvd, Tallahassee, FL 32307. The funding would develop new ways to utilize diverse sources of biomass for fuel production. The biomass sources will include underutilized natural resources (agricultural waste, common household waste, municipal waste) and non-agricultural crops. In addition to the technical challenges of producing usable fuels from these sources, the center will also consider the environmental impacts, costs and benefits of these alternative technologies.
Palatka, FL, Downtown Streetscaping, $4.5 M After many years of decline in the downtown area, which began with the shift of major retail businesses to the Hwy 19 corridor, our historic Downtown is beginning to make a resurgence. A CRA was established in 1983 and upgraded in 1985 to include Palatka's north and south historic districts. At this time, a CRA Citizens Advisory Task Force has identified a need to complete the streetscaping, infrastructure upgrades and parking acquisition/upgrades that was begun in the 1980's under the community redevelopment area plan. The CRA has identified a need to make this a more pedestrian-friendly area.

With several major arterial roadways interconnecting and with multiple major shopping malls generating substantial traffic, this area continually experiences extreme congestion. Funding would support construction of roadway and operational improvements to improve safety, reduce congestion and safe fuel.

When single mothers enter the workforce they are often staggeringly unprepared to compete for the kinds of jobs that support a family in today's economy. Instead of confidently stepping onto career ladders, they may lose their footing as they take those tentative next steps, sending them down the slippery chutes of low-wage jobs, limited access to education and training, and unstable economic futures. Increasingly, the majority of single mothers are a segment of the workforce that experiences multiple barriers to high-skill, high-wage employment. The RISE Jacksonville project will seek to demonstrate the efficacy of job training and career development in the reduction of poverty in 50 single mothers.

Orange County, FL, Generator Power for Emergency Power, $1.6 M Orange County must contract with outside entities to be on a "stand by" list to order generators during times of emergency. These contractors provide similar services to the private sector and other local governments. When an actual emergency situation occurs, generators from the contractors are provided in order of request. Delivery of the needed generators can take from 48 to 72 hours. There is a continuing cost to be on the "stand by" list and then the actual costs to rent the needed generators.
I am requesting $780,000 for Shands Hospital (located at 720 SW 2nd Avenue, Suite 360A, Gainesville, Fl, 32601) to purchase critically needed equipment for its neonatal ICU, pediatric, and adult medical/surgical critical care units. Shands Jacksonville will use the requested funds to purchase equipment upgrades to maintain the expert quality of care for its adult/pediatric critical care services, including services essential to its JCAHO Accredited Stroke and State Accredited Trauma Services and to serving the many Medicaid babies born at its facility.

Lake County, Emergency Operations Center, $1.5 M Funding would provide for a full-time dedicated Emergency Operations Center. Currently, the EOC is located on an ad-hoc basis in the County Administration building in a conference/training room, and is converted into a full time EOC when emergencies arise. State assessments have pointed out the inadequacies of this arrangement, and a recent document produced by the Florida Department of Emergency Management indicated Lake County as having a high priority in the state for a new EOC. The facility is to include all the hardened capabilities with enhanced construction to ensure the safety, continuity, and security of operations during emergencies, such as hurricanes or terrorism and assist throughout the county, region, and State.
$500,000 Orlando Health Orange County Children's Advocacy Center Programs in fiscal year 2011. This program provides more than 34,000 services to clients each year, including advocacy, crisis center intervention, non-offending care giver support, education and mental health counseling. Funding will ensure that thousands of families that experience child abuse each year in Orange County, Florida are able to access the services needed to help them recover and heal.

The City of Gainesville/Alachua County 10-Year Plan to End Homelessness outlines a series of tasks and projects that would end or reduce homelessness in the City of Gainesville/Alachua County. A major initiative of this plan is the development of a One Stop Center for the Homeless that would provide an array of social services at one location. The Center would have core services that would address employment and training services, case management services, housing services (both temporary and permanent housing services), veteran services, minor medical services, nutritional services (both permanent and daily services) and other services deemed appropriate for the Homeless population. The City of Gainesville/Alachua County Board of County Commissions are in the final stages of developing a 12,000 to 14,000 sq ft One Stop Center. In addition, the Center will provide temporary housing services for approximately 60 homeless residents. The facility will provide temporary housing for homeless residents up to120 days depending upon their needs and case management plan. The City of Gainesville/Alachua County is seeking funding for the operation of the facility. The cost estimate for operating the first phase of the One Stop Center (60 beds, day facility and 180 meals total daily) is $550,000 annually.

The effort focuses more on using JSEB to expand the number of local minority businesses capable of public sector contract participation as a tool for growing and promoting overall economic development beyond the government as a customer. The initiative will enable implementation of workshops in target communities; finance, bonding, and insurance access assistance; structured mentoring by local businesses; procurement support; HUD Section 3 Business Certification training; entrepreneurship and management training by community colleges and nonprofit providers; and data collection.

Box 548, 901 N Orange Avenue, Green Cove Springs, Florida 32043. In October of 2009, a 7 year old girl, Somer Thompson went missing on the way home from school. Two days later her body was found. Due to the quick thinking of the Clay County Sheriff's office, they followed the garbage trucks and found the body of the little girl in a Georgia landfill. The funding would be used to enhance and expand the Forensic Section, Crime Scene Investigation Unit by hiring and providing the necessary equipment for four Crime Scene Technicians.
Orlando, Semoran Blvd Enhancements Project, $1.0 M The City is requesting $1,000,000 to carry out strategic streetscape improvements along a 1½ mile section of State Road 436, also known as Semoran Boulevard. The Semoran Boulevard corridor (SR 436 from Broche Avenue to Grant Street) is a gateway from Orlando International Airport into the City. The population that resides in the neighborhood is predominantly Hispanic and a significant number of small businesses in this area are owned by Hispanic entrepreneurs. Semoran Boulevard is an area of transition experiencing chronic unemployment and declining businesses and the corridor has declined over the past decade. The older housing stock is in need of repair and there has been an increase in crime. Recent crime statistics show over that 13,000 service calls to the Orlando Police Department were received in 2009 reporting a broad range of illegal activity from theft to battery.

I am requesting $500,000 for the Montford Point Marines of Jacksonville, North Carolina (Montford Point Marines Museum Building M101, East Wing Marine Corps Base, Camp Gilbert H. Johnson, Jacksonville, N.C) The Montford Point Marines were the first African Americans recruited and trained as US Marines. Their legacy should be preserved in a manner fitting the extremely high standards of the US Marine Corps. Current displays and fixtures of the Montford Point Marine Museum are few in number, of low quality, and do a poor job of showcasing our many historically significant artifacts. An important chapter in US military and American history will be lost if we do not act now to accomplish the goals of Preserving the Legacy Project.
I am requesting $950,000 for Jacksonville University (2800 University Blvd. North, Jacksonville, FL 32211) to support a partnership initiative with Baptist Health system for the development of an academic Center for Health Informatics. The Center will provide health technology training for Jacksonville University's nursing students as well as for Baptist Health's clinical nursing staff to gain and maintain competency in health informatics. The Center will feature a clinical laboratory
with state-of-the-art technology, including a patient simulation center that is integrated with a clinical information system. The current Learning Laboratory will be renovated to create hi-tech patient "rooms" that simulate a hospital setting.
$2,000,000 Paynes Prairie Sheetflow Restoration Initiative in fiscal year 2011. The entity to receive funding for this project is the City of Gainesville, FL, located at 200 E. Activities include extending the Early Learning Program of education, mental heath, and social development to 10 more custodial childcare sites; and expanding TEAM UP after-school enrichment programs to six additional sites.
As part of the comprehensive Jacksonville Journey launched in 2008 to address the City's violent crime problems, planners identified evidence-based early childhood and after-school educational enrichment opportunities for low-income youth as critical to academic achievement and reductions in juvenile delinquency. The entity to receive funding for this project is the Volusia County, Florida, located at Airport/Economic Resources Department, 123 West Indiana Ave, Deland, FL 32730. Funds will be used for an emergency generator for construction of reclaimed water transmission mains for subdivisions to utilize reclaimed water. By using reclaimed water now, the County can extend the use of ground water for a longer period of time and be less dependent on more expensive potable water supply sources. The tax payers will realize an indirect financial benefit from the project because it will help to offset the need to develop more expensive potable water sources. The constituents need quality differential diagnostic assessments to understand the nature of their social/emotional/behavioral concerns. Family Foundations of Jacksonville is staffed with professionals capable of garnering an understanding of the nature of an individual or family dysfunction and to provide intervention services to properly assist. The goal is to share tools and insights with patients that will enable them to better cope with stressors in their lives.

Jacksonville Transportation Authority, Regional Intermodal Center, $5.0 M JTA requests $5 million to complete design and begin construction of the JRTC intermodal transportation center in Jacksonville, FL. Much of the property is already owned by the transportation agencies. The Florida Department of Transportation and Jacksonville Transportation Authority are funding the preliminary design of a full regional multi-modal transportation center near Downtown Jacksonville. This facility will serve rail, bus, rapid transit the existing Skyway system, intercity bus, parking, pedestrian, parking, and bike modes. The configuration is being designed to promote Transit Oriented Development in support of the City's Master Plan. This effort will complete design and critical Right–of-way for the second phase and assist in construction activities.
I am requesting $400,000 for the Parramore Kidz Zone in fiscal year 2011. The entity to receive funding for this project is the City of Orlando, located at 400 S. Orange Avenue, Orlando, FL 32802. The program would expand the PKZ program to 5 additional neighborhoods. The funding will be used to develop a plan to expand the program, identify and engage partner organizations, residents and youth in the target neighborhoods, and work with them to develop programs tailored to each neighborhood's particular strengths and needs.
This funding would go towards expanding the Parramore Kids Zone program to 5 additional neighborhoods. The City plans to scale up this successful model to other places in the City where children disproportionately drop out of school and where, like in Parramore in 2006, large numbers of older youth have dropped out of high school and are on the streets, many dealing drugs, carrying and using weapons.
This funding will be used to develop a plan to expand the program, identify and engage partner organizations, residents and youth in the target neighborhoods, and work with them to develop programs tailored to each neighborhood's particular strengths and needs. Neighborhoods will be selected via analysis of data related to poverty, crime and educational performance of children, and may include: Engelwood, Reeves Terrace, Rosemont, Ivey Lane, Hankins Park, Citrus Square, Orange Center, Mercy Drive, and Holden Heights.

Jacksonville Aviation Authority, Cecil Field Drainage, $500,000 The Design and Construction of Drainage Improvements at Cecil Field is a multi-phase project, costing approximately $5 million. The funds requested will be applied to the design phase of the project. The design phase will include an Engineering Study to assess and prioritize the drainage rehab work most critical to supporting the areas associated with the aircraft hangars and aprons, and project design which will include a plan to implement the recommendations of the Engineering Study. The Engineering study will be conducted using TVing and sub-terrainian photography to identify the most critical drainage elements to be addressed in the construction of the project.

This funding enables a vehicle not only to inspire creativity, innovation, and enhance the engineering comprehension of teachers and students, but also provides training of Northeast Florida's workforce. The engineering facilities at UNF provide the resource and expertise to extend the Fab Lab concept of fabrication to include workforce training in machine science and technology. These Fab Lab and remote sites will focus on engineering research, teacher training, and education outreach for Duval and surrounding counties. The UNF lead, Dr. Daniel Cox, is a National Science Foundation funded Mechanical Engineer who has previously collaborated internationally to create Remote Laboratories in machine science for engineering education. This idea is extended to remote fabrication and outreach. The Fab Labs are small scale workshops integrated with a number of computer controlled machines.
