The American Recovery and Reinvestment Act has very clear guidelines and required maintenance of effort budget levels to obtain federal stimulus funds, particularly for education funding through the State Fiscal Stabilization Fund.  Each state’s application will be carefully scrutinized by the U.S. Department of Education to make sure it is in full compliance, with a reply due in mid-April.
