Lewis Proposes Moratorium on Non-Defense Appropriations Earmarks

WASHINGTON, D.C.In letter circulated to all House colleagues, U.S. Rep. Ron Lewis is requesting a one year moratorium on all non-defense related earmarks for Fiscal Year 2006. This proposal could save up to $28 B, at least 10% of projected Katrina relief expenses, and not cut programs already in law.

“In light of tight financial constraints brought on by continuing operations abroad and relief efforts in the Gulf Coast, elected officials must consider significant cost savings options,” said Lewis. “Millions of people nationwide continue to make sacrifices, large and small, to assist those affected by Hurricane Katrina. Appropriation earmarks are a privilege of Congress that Members should be equally willing to sacrifice considering the unique circumstances and necessary budgetary burdens in coming fiscal year.”

Congressman Lewis is asking for a commitment from members of the House Appropriations Committee to take what would have been set aside for individual district earmarks and designate to those most in need along the Gulf Coast. Shifting potentially billions of earmark dollars to effected areas could very significantly reduce spending amounts necessary in future relief supplemental spending bills, reducing the overall financial burden on the Federal government.

Citing other cost savings proposals currently under consideration Lewis said, “I believe this is the only viable, proactive solution. Raising taxes, cutting Medicare benefits or rescinding highway allocations already signed into law is not the answer.”

Congressman Lewis’ earmark moratorium proposal has thus far received endorsements from Americans for Tax Reform, Club for Growth, The Heritage Foundation, and thirteen House colleagues.
