WASHINGTON - U.S. Representative Jo Ann Emerson (MO-08) today voted for a bill to enhance U.S. trade protections and to increase support for the U.S. Trade Representative. The legislation, H.R. 3283, was approved in the U.S. House of Representatives by a vote of 255-168 with Emerson’s support.
“Our government should stand up for U.S. manufacturers, agriculture producers and workers at every opportunity. Finding new markets, protecting Americans against unfair competition and stopping currency manipulation are important duties with tangible effects on the U.S. economy,” Emerson said. “With skyrocketing trade deficits, this legislation is urgently needed.”
The bill would authorize additional funding for the U.S. Trade Representative and create an additional position for an officer who would focus on combating unfair and illegal trading practices.
“A main reason why this bill is necessary is China. Until one week ago, that government had tied its currency, the yuan, to the dollar and even now, they continue to hold the value of the yuan artificially low. China must also meet its obligations to allow market access and to stop and prosecute the theft of intellectual property. Another reason for the increased authority for the U.S. Trade Representative is to challenge unfairly subsidized products, combat counterfeit goods and hold countries accountable for fair valuation of their currencies,” Emerson said.
Under the proposal, the U.S. Trade Representative would report to Congress every six months on China’s currency mechanism and even more often on China’s progress in other areas. The bill also states the commitment of Congress to take these matters to the World Trade Organization in lawsuits against the Chinese government.
“These are tough, but necessary, steps to make certain that U.S. producers and manufacturers are competing on a level playing field in the world market.” |
