WASHINGTON   -  U.S. Representative Jo Ann Emerson (MO-08) will speak to the Cape West Rotary Club on Thursday, August 23, at 11:45 a.m. CDT.  Emerson will give a legislative update on pressing issues in the U.S. Congress.
