Washington, D.C. – Puerto Rico’s Resident Commissioner in Washington, Luis Fortuño, said he was pleased with the nomination of attorney Francisco Besosa to the post of U.S. District Court judge in Puerto Rico.
“President Bush has made an excellent nomination today,” said the Resident Commissioner, reiterating Francisco Besosa’s attributes; “He is a man of integrity, a professional of the highest caliber, and his background exemplifies his commitment to justice. This is why I trust that his judgments will be of equal merit.”
Besosa, who has more than 25 years of experience litigating civil and corporate cases before both federal and state courts, received his Juris Doctor (JD) degree from Georgetown University School of Law and his bachelor’s degree from Brown University.
The United Stated District Court for the District of Puerto Rico has appointed Mr. Besosa to the United States Magistrate Judge Merit Selection Panel, the court’s Committee to Revise the Local Court Rules and, pursuant to 28 U.S.C. §473(b)(4), as an evaluator in the court’s Early Neutral Evaluation Program. Mr. Besosa has also been appointed a member of the Puerto Rico Bar Examination Review Board by Supreme Court of Puerto Rico. He served in the Military Intelligence Branch of the United States Army for five years and was discharged honorably as a Captain in 1976. He was awarded the Meritorious Service Medal.
