Langevin Hosts Cyber Panel Discussion

WARWICK, RI - Congressman Jim Langevin will host a panel discussion on cyber warfare and deterrence tomorrow, October 29, at 2 p.m. in the Capitol Visitor Center’s South Meeting Room.

“The world has become critically reliant on digital communications, making military targets and civilian infrastructure vulnerable to cyber attack,” said Langevin, Co-Chair of the bipartisan House Cybersecurity Caucus. “Because of the ambiguous nature of the internet, an attacker’s identity and intentions are not always clear.  This digital fog-of-war has created new rules for how nations should respond to cyber attacks, both large and small.”

The panel will examine the expanding threat of cyber attacks, their importance relative to other strategic threats and implications for traditional methods of deterrence.

Panelists will include:
Scott Borg – Scott Borg is the Director and Chief Economist of the non-profit U.S. Cyber Consequences Unit, which investigates the strategic and economic consequences of cyber attacks. He is responsible for many of the newer concepts being used to analyze the business aspects of cybersecurity.

Paul Kurtz – Paul Kurtz is a partner at Good Harbor Consulting with over 20 years experience in national security, serving on the White House's National Security Council and at the State Department.  For the past 10 years he has focused on cybersecurity and counter terrorism.

Martin Libicki - Martin Libicki is a senior management scientist at the RAND Corporation, where he specializes in the application of information technology to problems of national and homeland defense. His most recent publication is Cyberdeterrence and Cyberwar.
