HUNTER JOINS EFFORT TO REFORM EDUCATION POLICY
Washington, D.C.Today, U.S. Congressman Duncan Hunter (R-CA) cosponsored the Academic Partnerships Lead Us to Success (A-Plus) Act of 2007 (Hoekstra-MI), legislation reforming the No Child Left Behind (NCLB) Act.  The A-Plus Act specifically provides states and schools flexibility to improve student achievement without burdensome federal regulations and restrictions.

 

“Students and teachers must be empowered to reach their maximum potential and NCLB has put us back on track towards achieving better results in the classroom,” said Congressman Hunter.  “As Congress considers reauthorizing NCLB, it is important that we continue building on this success and address any challenges that may be preventing students and teachers from reaching their full potential.

 

“The A-Plus Act provides states with the resources and flexibility to improve academic achievement while, at the same time, maintaining accountability standards for students and teachers.  This legislation puts educational responsibilities and decisions where they belong: in the hands of parents and teachers; not bureaucrats in Washington D.C.

 

“Given that educational needs are not consistent throughout the United States, states should be provided the flexibility to develop educational programs based on local and individual demands.  Burdensome regulations should not stand in the way of academic success or our efforts to ensure every child has access to a quality education.”     

 

Under the A-Plus Act:

 

·        States have the option to submit to the Secretary of Education a declaration of intent, which authorizes participating states to assume full responsibility for the educational needs of its students;

 

·        Participating states are permitted to combine funds for specific education programs into a single funding stream to advance targeted priorities;

 

·        States not wishing to submit a declaration of intent are required to comply with the mandates established under NCLB;

 

·        States must demonstrate transparent accounting measures and submit annual reports on student progress.

 

The A-Plus Act has been referred to the House Education and Labor Committee.  Similar legislation has also been introduced in the U.S. Senate.
