Supports a comprehensive environmental economic project to restore habitat and reduce toxins in water, sediment, wildlife, and fish along the lower 146 miles of the Columbia River. Funds would be used for environmental improvements and investments in infrastructure, providing locals jobs such as construction design contractors, engineers, biologists, hydrologists, builders and support workers, technicians, and educators. The restored acres will advance recovery of the commercial fishing industry and the upland disposal site will allow lower river ports to continue dredging, which allows them to remain operational and serve as economic drivers in their communities.
