Supports efforts to engage community volunteers to read one-on-one with K-3 children who need literacy support.  SMART is a nonprofit organization that also provides new books each month to participating children so that they can read with their families.  Funds would be used to fund SMART's literacy program for 3,000 children in 32 of Oregon's 36 counties.
