Amount Requested: $4,000,000.00 This is a construction project. The events taking place in this building would be planning life saving measures to implement in the City of Stafford to protect the citizens of this community. The current emergency operations center is located in the Stafford Police Department. The police, fire and City Hall buildings are all located within 400 feet of a rail line. This railroad is a major support to the US military that travels all over the country. The railroad is a target for terrorism especially during war times as an easy way to disable the military. The City of Stafford would like to move the emergency operations center to land already owned by the City, within the City of Stafford next to an existing Stafford Fire Station. This EOC (emergency operation center) is also a training center for law enforcement and fire department personnel. The Stafford Police and Fire Departments have outgrown the capabilities of the existing EOC. Moreover, moving the EOC and multi-jurisdictional training room will ensure continuity of government in a disaster. It will eliminate the threat of chemical spills and explosive chemicals that travel within feet of its current location. One train accident could wipe out the City of Stafford government. Moving the EOC is vital to the continuity of government for the City of Stafford as well as the continuation of daily movement of commodities and citizens to sustain the economy in a disaster. Last, assistance in this area would help the City of Stafford complete and maintain the federal mandates for Continuity Of Operations Plans (COOP)/Continuum Of Government (COG) planning. |
