2010 Appropriations Requests
Many constituents are interested in federal appropriations requests and how they work. In compliance with House Appropriations Committee rules and in order to make the process as transparent as possible, I am posting all of my appropriations requests on this website.
The following is a list of projects I submitted to the Appropriations Committee on behalf of the people of the Third Congressional District of Oklahoma. This is not a list of approved appropriations requests- just those submitted on behalf of my office. These requests will be reviewed by the proper Appropriations subcommittee and a determination will be made at a later date.
TRANSPORTATION
Chapman Road Reconstruction Project
- City of Clinton, 415 Gary Boulevard, Clinton OK 73601

- The funding for this improvement project will be used for the Chapman Road Reconstruction Project. Chapman Road is significant to the City of Clinton because it is the shortest access route to Interstate 40, tying the western commercial district to an east bound acceleration ramp to Interstate 40. The improvements needed include the acquisition of seven feet of right-of-way, clearing ditch and channel areas, reconstructing a portion of the roadway adversely affected by storm water runoff, resurfacing the remaining portion to meet both current and future traffic demands, installing roadway lighting, and installing traffic control and directional signs.
US 60 Widen Between Bartlesville and Pawhuska, Osage County

- The funding for this improvement project will be used to widen US 60 between Bartlesville and Pawhuska in Osage County. The project will reconstruct the existing two lane US 60 to an adequate two lane facility with shoulders, adequate bridge load-bearing capacity, and corrected substandard geometric features (hills and curves) from the US 60/SH 99 intersection north of Pawhuska eastward approximately 16 miles. Increased safety will result with the addition of adequate land widths, shoulders, bridges, and improved sight distances.
US 270 Widen to Four Lands from Watonga to Woodward

- The funding for this improvement project will be used to widen US 270 to four lanes from Watonga to Woodward. The existing roadway will also be reconstructed.
US 54 Widen to Four Lanes from Optima North to Kansas State Line

- The funding for this improvement project will be used to widen US 54 to four lanes from Optima to the Kansas state line. The existing roadway will also be reconstructed. US 54 has an extremely high daily percentage of truck traffic. This indicates that US 54 is both a regional and national route for the movement of goods. Specifically, agricultural products that are produced in the region.
Police Building Construction and Civic Center Renovation

- The funding for this improvement project would construct a Police/Municipal Court building and to renovate and make improvements to the existing municipal building. The current police building is no longer capable of meeting the needs of the Piedmont Police Department. Additionally, the project will construct a facility that will be more energy efficient and complies with State and Federal Laws.
Falcon Road Improvements

- This funding will support Phase 2 of the Falcon Road Improvement project. It will extend the project from Park Lane to Veterans Drive, which is directly opposite the main entrance to Altus Air Force Base. If not completed, Falcon Road between park Lane and Veterans Bypass would be the receptor of traffic from three four-lane highways, creating several problems for traffic flowing into and out of the Base.
HEALTH AND HUMAN SERVICES
Proton Cancer Therapy Research and Education Center

- Oklahoma State University and ProCure Treatment Centers Inc have formed a public-private partnership for training, education and research in proton therapy for the treatment of cancer. It will allow access to technology for patients in the central region of the United States and is the first of several such centers planned by ProCure throughout the country in the coming years. It will place Oklahoma at the forefront of proton cancer treatment by establishing a world-class, research and education center at OSU in order to train accredited personnel in this next-generation cancer treatment modality. The requested funding will build from the existing private funding to establish a leading national center of excellence.
Southwestern Oklahoma State University Industrial and Engineering Technology

- The funding for this improvement project will be used to purchase equipment for the Industrial and the Engineering Technology Department at Southwestern Oklahoma State University. The equipment needed for the program will serve over 100 student majors in the department. This equipment will ensure the program is technologically current and maintains a high quality of education. In addition, it enables the program to continue to strengthen Oklahoma’s industrial and engineering technology workforce.
Oklahoma State Health Information Technologies, Mobile Clinics, and Medical Response System

- This improvement project seeks to do two things: (1) expand and enhance the OSU Center for Health Science’s health information technology system, including its telemedicine and distance learning as well as electronic medical records network, and (2) bring diagnostic and medical services to geographic regions in Oklahoma where even telemedicine is not yet feasible or reasonably located by use of a mobile clinic. The mobile clinics will also be available to provide medical services in response to natural or manmade disasters. The Oklahoma State Health Information Technologies, Mobile Clinics, and Medical Response System improves access to health care in rural Oklahoma.
Western Oklahoma State College Campus Security Upgrades

- Western Oklahoma State College is currently pursuing technology and equipment upgrades in order to implement a campus-wide emergency mass notification and campus access plan. These upgrades will greatly improve the overall security of the entire campus.
MILITARY CONSTRUCTION/VETERANS AFFAIRS
Control Tower
- Vance Air Force Base, Vance Air Force Base OK 73702

- The current control tower at Vance Air Force Base was constructed in 1972. The tower is in need of critical upgrades to remain effectively operational and to comply with base architectural standards. New upgrades will allow Vance Air Force Base to continue safe and efficient aerial military operations.
DEFENSE
Technology Applications for Security Enhancement

- This improvement project would address the components of prevention, preparedness, response, and attributes of quarantine and defense for an effective National Biosecurity Plan.
F-16 Block 42 Engine

- This improvement project would upgrade the Block 42 engines currently being used in the Oklahoma Air National Guard’s fleet of F-16s to the F100-PW-229.
Family of Medium Tactical Vehicles and Trailers

- This improvement project would equip the Oklahoma Army National Guard with the appropriate number of Medium and Tactical Vehicles and Trailers to operate efficiently.
Oklahoma Unmanned Systems Alliance

- This improvement project would work with the Oklahoma Unmanned Systems Alliance (OK USA) to provide research and testing in crucial areas where team members from the Oklahoma State University and the University of Oklahoma have significant experience and can make an immediate contribution to the wider Unmanned Aerial Systems (UAS) and support to the Department of Defense can be made.
National Repository of the Digital Forensic Intelligence (NRDFI)

- The Center for Telecommunications and Network Security has collaborated with the Defense Cyber Crimes Center (DC3) to design and construct a repository for digital forensic intelligence.
Multifunctional Garment Systems for Prevention and Protection

- The Institute for Protective Apparel Research and Technology (IPART) will team academic, industry, and government experts in applied research and development and testing of the next generation of multi-functional materials and technologies desperately needed for body armor and other systems to save the lives and limbs of soldiers, expanding IPART’s current crucial role in the NRL/ARL rapid response, cooperative program to develop the ONR Limb Protection System.
University Multi-Spectral Laboratories (UML)

- This improvement project, a SOCOM/Oklahoma State University collaboration, will perform testing, integration and commercialization of chemical, biological, radiological, nuclear and explosive (CBRNE) and command, control, communications, computers, intelligence surveillance, reconnaissance (C4ISR), sensor-related technologies.
Aging Systems Sustainment and Enabling Technologies (ASSET)

- The ASSET program develops, tests, and transfers cost-effective logistics support technologies to reduce the costs associated with support of aging weapon systems and aircraft. This improvement program addresses DOD needs for procuring replacement parts for aging systems and aircraft, and helps DOD confront problems associated with corrosion.
ENERGY AND WATER
Rural Water Association Training, Technical Assistance and Groundwater Protection Program

- The purpose of this funding is to maintain the rural water training and technical assistance, source water, and groundwater protection activities. A small town's viability is directly related to its water supply and sanitation.
Consolidated Alternative Fuels Research

- The funding would support a feasibility study of a proposed project on the Oklahoma State University Stillwater campus to create a unique facility that provides both a regional/national research and testing center for alternative fuels and a training facility for transit and local government transportation. The facility would provide accommodations for a distinct teaching venue that OSU staff will use to instruct urban and rural transit agencies, county and state highway offices, and Native American tribal staffs in the latest technological advances in alternative and conventional fuel/vehicle operations. In addition, this facility will provide maintenance procedure guidance and transit anti-terrorist training.
Oklahoma Comprehensive Water Plan Study

- The OCWP’s Technical Studies phase is taking center stage as the OWRB and its planning partners begin the statewide assessment of current and future water supply needs as well as an inventory of both rural and urban water infrastructure. Funds will be used for technical assessments and engineering studies and will cover items such as salaries for staff working directly on the OCWP and related projects, costs for public meetings, etc. no construction funding will come from this request. There will be other projects to implement the findings and recommendations of the OCWP.
Chloride Control Project

- This improvement project is designed to control natural chloride brine emissions at three major source areas to improve water quality for municipal, industrial, and agricultural use. Improvements include construction of low flow dams, pump stations, and diversion pipelines to a brine reservoir. The state of Oklahoma expressed a renewed interest in the Area VI element of the project and supports the Area VI reevaluation efforts underway. Area VI is located on the Elm Fork of the North Fork of the Red River in Greer County, Oklahoma.
AGRICULTURE
Animal Waste Management

- This improvement project will develop sustainable environmentally safe, and ecologically healthy animal waste management practices in semiarid ecosystems that contribute to economic development in rural communities. Benefits to areas of national interest addressed are greater land conservation and ensuring cleaner, safer water. Assessing land conservation will be achieved by gaining information on reduced tillage systems, maximum water use efficiency, subsurface irrigation systems, effective nutrient management, and biodiversity of the landscape. Water supplies will benefit by ensuring effective management practices that mitigate sediment loads in streams and nutrient loss to groundwater. This work will benefit the Southern Great Plains by providing producers, technical service providers, special interest groups, and the general public with information regarding management practices for animal waste.
Biomass-Based Energy Reaseach

- OSU and OU are working to refine and commercialize a unique gasification-fermentation process utilizing plan biomass to produce liquid fuel. The goal is to find an alternative to traditional fuel sources, and to enhance rural economic development through the use of plant materials. The ultimate goal of this program is to move OSU’s bioconversion process to a commercially-viable operation. During the FY2009-FY2011 time period, it is expected that the gasification-fermentation process will have undergone sufficient testing at the pilot-plant scale for a company to develop a complete design for a commercial bioconversion facility. It is estimated that he successful completion of this project would result in at least ten 50-million-gallon-per-year bioconversion plants in Oklahoma.
Food Safety

- This improvement project conducts research and testing to develop rapid and efficient methods for detecting and controlling food-borne pathogens throughout the food chain from point of origin to consumption. It will focus on activities to develop and utilize state-of-the-art detection methods as well as newly developed molecular probe or sensor methodology for target microbial pathogens or their toxins to determine critical points in the food chain. This farm to table approach will identify those points in the system where interventions can be applied to eliminate the hazards. It will also focus on development of systems for intervention that can be applied to prevent or eliminate any microbial problems.
Integrated Production Systems

- The improvement project investigators conduct research to develop and refine crop management techniques that enable environmentally sound and economically feasible production of alternative crops that will best utilize natural resources as they produce organically grown vegetable crops and crops for the bio-fuel industry. The research and educational program includes organic production practices, pest management strategies and weed control using organically approved practices and chemical agents. The work is conducted at the Wes Watkins Agricultural Research and Extension Center in Lane, Oklahoma.
Expanded Wheat Pasture

- The purpose of this initiative is to develop science and technologies, uniquely adapted wheat varieties, decision-support economic models, and extension education programs to increase profitability of the many dual-purpose wheat enterprises (i.e., wheat grain and stocker cattle) in Oklahoma and the Southern Great Plains and strengthen the economies of rural communities.
Pilot Technology Transfer

- The Oklahoma half of this improvement project helps fund the Oklahoma Cooperative Extension Service and Rural Enterprises of Oklahoma in providing technology transfer services and engineering assistance to small, rural manufacturers with the goal of improving their profitability and enhancing the economy in rural communities.
Preservation and Processing Research

- This improvement project emphasizes research, development and implementation of the integrated cropping, harvesting, handling, storage and processing systems to facilitate new crop endeavors and assist new business development, to maintain and improve profitability for Oklahoma horticultural and related agricultural industries.
Sun Grant Initiative

- The national Sun Grant Initiative (SGI) is legislative authorized to conduct research and develop education and outreach programs for the development of bio-based products and platform technologies (e.g., gasification, chemical hydrolysis, and fermentation microbial digestion) that transcend geographical borders, transcend specific final products, and can work with numerous bio-based input materials. OSU is designated as one of five regional centers and will manage the grant program in the South Central region.
USDA Rural Development Circuit Rider Program

- The Circuit Rider program assists rural communities in the maintenance, installation and administration of their systems. Technical assistance is provided by personnel in every state in the US through this program with many states depending solely on this program to provide expertise to small communities.
USDA/FSA Water Protection Program

- This improvement project will maintain the USDA Source Water Protection Program at its current level and expand it from 36 states to a nationwide program. The program, started in the 2002 Farm Bill, provides experts to address source water concerns and draft source water protection plans for rural communities.
REI/Oklahoma State University Technology Transfer Initiative

- This improvement project supports an integrated extension program that works closely with the Oklahoma State University (OSU) Applications Engineers, The Oklahoma Alliance for Manufacturing Excellence, and Rural Enterprises of Oklahoma Inc. The focus is on providing a suite of high quality, and timely services to manufacturers so that they can more effectively compete in the marketplace. The activities can be described as industrial extension, with emphasis on engineering management.
Great Plains Riparian Initiative

- Riparian ecosystems are closely associated with the maintenance of the physical, chemical, and biological processes of streams. This riparian corridor project will meet the federal mission to begin to address Total Maximum Daily Loads (TMDL) impairment.
Staffing for the Southern Plains Range Research Station (SPRRS)

- The Woodward Industrial Foundation is seeking funding in the Agriculture Research Service (ARS), Salaries and Expenses account, for two scientists to support the previously completed Phase I and II expansion at the Southern Plains Range Research Station (SPRRS) in order to establish the SPRRS as the Center for Warm-Season Grasses Research in the south central United States. There are no Research Centers currently located in the Southern Plains Area.
Grants to Youth Organizations

- The Youth Rural Outreach Partnership provides girls in Girl Scouting with tailored programming that reflects the needs and experiences of life in rural communities with a focus on leadership development. One component of the program helps girls connect with accomplished women their community and in other regions. Job-shadowing and internet-based mentoring gives girls access to women in business, technology, and other sectors. Travel to college campuses encourages girls to explore education opportunities and allows them to meet other girls who share similar experiences and backgrounds. Through Scouting, girls learn a range of opportunities through strong female mentors.
