STATEMENT BY REP. FRANK LUCAS
ON THE STARR REPORT

Washington, D.C.-Many facts, testimony and situations, of course, must be confirmed through careful investigation by the House Committee on the Judiciary. Right now--to the extent I have read this report--it seems to include much of what had been reported in the news prior to its release.

"I am going to need more time to wade through this information, but I can assure you that I am doing so with my mind on the importance of the task at hand. What happens in this Constitutional process in the coming weeks could set precedents for future Constitutional procedures and most certainly is a matter of great importance to the American people.

"This is a legal, Constitutional issue. It is not a political matter dealing with the details of an intimate relationship as some people have tried to convince us it is. The is the most serious of matters and we must all handle it correctly by allowing the Constitution to work. "

U.S. House Resolution 525 passed the House by a vote of 363-63 today. Congressman Lucas voted in favor of the resolution which sent Judge Starr's Independent Counsel report to the House Committee on the Judiciary for review and made available to the public 445 pages of the report.
