"I believe that my vote of yes today for the resolution was the right vote. It is troubling to me personally to be here during a time in which there are grounds--only for the third time in our nation's history--for an impeachment inquiry of a president. However, from the information Judge Starr and the House Judiciary Committee have provided us, I am 100 percent certain that further inquiry by the committee is the necessary and fair way to stay true to the U.S. Constitution, the stature of the Office of the President and to the people of this country.

"I will say also that I am very proud to be part of a House of Representatives that has dutifully taken on the solemn responsibility of impeachment proceedings with the utmost seriousness and character."
