Making appropriations for military construction, the Department of Veterans Affairs, and related agencies for the fiscal year ending September 30, 2008, and for other purposes. On motion to agree to Senate Amendment with House Amendment #1:  War Funding. $162.5 billion for the Department of Defense funding the wars inIraq andAfghanistan through the summer of 2009.

H.R. 2642: Amendment #2:  Iraq Policy Restrictions
Making appropriations for military construction, the Department of Veterans Affairs, and related agencies for the fiscal year ending September 30, 2008, and for other purposes. On motion to agree to Senate Amendment with House Amendment #2:  Iraq Policy Restrictions. Requires that troops begin redeployment fromIraq within 30 days with a goal of completing withdrawal of combat troops by December of 2009. In addition, requires that any agreement between theU.S. and the Iraqi Government committingU.S. forces be specifically authorized by Congress and thatU.S. reconstruction aid forIraq be matched dollar-for-dollar by the Iraqi Government. Other policy requirements include: meeting the Pentagon’s guidelines on “troop readiness” , an agreement with Iraqi Government to subsidize fuel costs for U.S. Armed Services operating in Iraqi, fraud and profiteering penalties for contractors inIraq, prohibits permanent bases inIraq, and prohibits torture.

H.R. 2642: Amendment #3:  Expanded GI Bill, Unemployment Insurance Extension and other critical needs
Making appropriations for military construction, the Department of Veterans Affairs, and related agencies for the fiscal year ending September 30, 2008, and for other purposes. On motion to agree to Senate Amendment with House Amendment #3:  Expanded GI Bill, Unemployment Insurance Extension and other critical needs. Amendment expands GI educational benefits for Veterans’ and fully offsets this provision with a surcharge on millionaires. Extends unemployment insurance for 13 weeks and an additional 13 weeks in states with high unemployment. Also includes a  moratorium on seven Medicaid regulations. In addition, provides funding within the Presidents’ topline request for International Affairs ($9.9 billion), Food Aid & Disaster Assistance ($1.865 billion), Refugee Assistance ($675 million) Military Construction ( $4.6 billion), Louisiana Levees ($5.8 billion),  Bureau of Prisons ($178 million), Census ($210 million),Merida ($461.5 million). Increases accountability and transparency in federal contracting.
